This study analyses the competitiveness of the steel industry in China, Japan and Korea during a period of 1995-2009, and examines potentials for Korea-Japan co-operation as well as improvement of Korean steel industry. Our analysis of the industrial competitiveness reveals that not only Japan but also China turns to have oomparative advantage against Korea over the period. The present study also investigates environment surrounding the steel industry from three aspects - The customer, The competitor and the Korean and Japanese steel industry itself. And then the strategies for the Korean steel industry derived from these analyses are: (i) to reinforce domestic business fundamentals, (ii) to develop the emerging markets and to establish global networks, (iii) to secure raw materials and resources and (iv) to promote green growth.n inally, given China's emergence, our study suggests the Korea-Japan co-operation towards those strategies.

본고는 1995년에서 2009년까지 한중일 철강산업의 경쟁력을 비교 분석하였으며, 이러한 분석을 바탕으로 한국 철강산업의 경쟁력 강화 및 한일 협력에 대하여 검토하고 있다. 한국 철강산업은 중국에 대해 비교우위에서 열위로 전락했으며, 일본에 대해서는 여전히 비교열위에서 벗어나지 못하고 있다. 이상의 경쟁력 및 환경(기업, 고객, 경쟁자) 분석을 통해 도출할 수 있는 전략으로는 첫째, 국내 경영기반 강화, 둘째, 신흥시장 개척 및 글로벌 네트워크의 구축, 셋째, 원연료의 안정적 조달, 마지막으로 저탄소 녹새성장에 적극적으로 동참하는 전략이 요구된다고 하겠다. 또한 이들 전략을 추진함에 있어서는 독자적으로 추진하는 것도 생각할 수 있겠지만 중국의 급격한 부상을 고려한다면 협력 가능한 분야에서의 한일 협력이 절실하다고 하겠다.
