In Europe, the largest Korean community is found in U.K. and the only Korean town is formed in New Malden, southeast of London. Nevertheless of demographic importance, a systematic research on the history and society of the Korean community has not been conducted yet. This paper is a preliminary research based on the intensive interviews of the 23 first-generation immigrants to U.K. It aims to reveal the socio-economic structure which limited the number of Korean migrants into U.K. Domestic factors such as strict passport release system and preference of ‘collective labour emigration policy’ of the Korean government were the main reason. In addition, immigration policy of the British government was severely strict to Korean immigrants. However, the numbers of Korean resident grew and finally formed an ethnic society. Three periods of history of migration of Koreans into U.K. were focused until 1989. In each period, members of immigrants were changed. At the result, ethnic life in the Korean society became changed, as well. Short-term residents such as business expatriates, overseas students and the government despatches were the main force in forming the immigrants society. Later however, perpetual residents as well as the British passport holders became the main members of the immigrants society. After the ‘liberation of foreign travel’ policy which was released from 1989, the environment of immigration to U.K. was considerably changed, and the ethnic society was also transformed into a very different shape. 영국은 유럽 최대의 한인 거주지이자 유일한 한인 집거지가 있는 곳이다. 그러나 영국으로 이주한 한인의 역사 및 그 사회에 대한 연구는 사실상 전무한 형편이다. 본 연구는 영국 내 한인 이주자들에 대한 인터뷰 및 구득 관련 기초 자료를 중심으로, 영국으로의 한인의 이주 역사와 초기 한인사회 형성 과정을 규명하고 있다. 먼저 이주 시점 및 구성원의 성격 그리고 거시적 제약요인을 고찰하여, 영국으로의 한인 이주가 왜 제한되었는지를 분석하였다. 특히 한국과 영국의 이민정책은 한인 이주의 제약요인으로 작용하였다. 그럼에도 불구하고 국제환경 변화는 한인의 영국 이주를 촉진하였고, 기초적인 영국내 한인사회 형성에 기여하였다. 1989년 해외여행 자유화 이전까지, 영국으로의 한인이 주는 크게 세 시기로 구분할 수 있고, 각 시기는 구성원의 변화와 그에 따른 한인사회의 변화가 나타났다. 그 결과 세계의 다른 지역으로의 이주와 구분되는 이주 역사 및 영국 한인사회만의 특이성을 형성하게 되었다. 이러한 독특한 변화를 통하여, 영국 내 한인사회 형성의 기초는 마련되었다. 한인사회가 형성된 후 1990년대 이후 영국 내 한인사회는 급격히 팽창하였고, 이는 현재까지 이어지고 있다. 그러나 글로벌 시대 이주라 할 1990년대 이후의 영국 내 한인사회 연구는 추후 별도의 체계적인 연구가 필요하여, 이 논문에서 는 제외하였다.
