Green tourism in Europe is the exchange program in urban and rural long stay. In our country, “Green Tourism” Japanese-style deployment and day trips, mainly to be referred to as weak as compared with the European side of the exchange program. In this paper, the role of green tourism in the exchange between urban and rural areas, sought to human develop potential by eliminating the work of fixing the potential for formation of regional activation in building a new community not based on market principles suggests. In addition, the general concept of green tourism in Europe “learning” as key concepts, describe the process of promoting exchange programs with “Experience Educational Tourism” as specific examples.

ヨーロッパのグリーンツーリズムは、長期滞在型の都市と農村の交流事業である。 わが国では「日本型グリーンツーリズム」と称されるように日帰り観光を主とした展 開であり、交流事業としての側面がヨーロッパと比べ弱い。 本論では、都市と農村との交流においてグリーンツーリズムが果たす役割が、労働 固定化の解消による可能性を人間発達に求め、市場原理に基づかない新たなコミュニ ティ形成を築くことで地域活性化の可能性を示唆する。また、同時にヨーロッパのグ リーンツーリズムの一般的概念から「学びの体験」をキー概念として、「体験教育旅 行」の具体例を示しながら交流事業の推進過程を述べる。
