With the economic growth and the open-door policy for tourism in China, outbound tourists have increased over the past several years. The number of visitors between Korea and China has been growing steadily. The increase of visitors may have positive and the negative effects. In particular, the negative effects such as an illegal resident and criminal affairs are a barrier to promoting the cultural exchanges between two countries. The illegal residents have influenced the labor market and the social security issues. Thus, most counties are controlling and managing these issues strictly to alleviate the national burden. In this paper, we analyze the effects of the improvement of visa processes on the illegal residents of Chinese visitors in Korea.

본 논문에서는 중국인 방한 사증완화에 따른 파급효과 중 방문객 증가에 따른 불법체류 파급효과를 중심으로 분석하였다. 관광목적의 중국인 단기 방문객의 확대는 관광산업 및 연관산업에서 경제적인 파급효과를 얻을 수 있다. 그러나 방한 중국인의 증가에 따라 발생하는 불법체류자는 노동시장에 영향을 미칠 수 있을 뿐만 아니라 외국인 범죄 등 사회안전의 문제를 야기 시킬 수 있다. 따라서 중국인의 불법체류 현황과 향후 방한 사증 완화가 가져올 수 있는 불법체류자의 발생 가능성을 불법체류 순환모형을 바탕으로 분석하였다. 분석결과 불법체류 예방은 입국사증 제도를 통하여 통제할 수 있으나 그 효과는 크지 않음을 간접적으로 확인 할 수 있었다. 또한, 중국인 단기 방문객에 대한 완전 무사증 제도를 실시하는 경우에도 당기방문객에 의한 불법체류자 증가는 적절한 불법체류자 감소 노력으로 불법체류자를 크게 감소시킬 수 있음을 확인하였다. 그러나 방한 사증제도를 완화하는 경우에는 이를 악용하는 사례가 증가할 수 있어 입국심사를 강화하고 단기 방문 중국인의 추적관리를 위한 첨단 IT기술의 도입이 요구되고, 중국정부와의 협의와 협력을 통해 불법체류자의 감소를 유도해야 할 것이다.
