While present highly advanced technological civilization not only anticipate a risk but develop preparedness ability for a risk, it has been shown that large risks being out of control such as current volcanic eruptions in Iceland and the big earthquake in Japan which cannot be easily handled even with human capacity achieving the development of science. In case of Korea, the Framework Act on the Management of Disasters and Safety was enacted to prepare such risks. The act establishes the management system of disasters and safety of the state and local autonomous entities to preserve the territory and protect the life, body and property of people against various disasters, and provides the requirements on preventionㆍpreparednessㆍresponseㆍrecovery on the management of disasters and safety.
There is a problem; prevention can obtain the primary effect against disasters but post-recovery should pay a heavy price in terms of completeness or finance. This study aims to examine expected problems on the prevention of disasters and post management of disasters regarding preparedness and restoration of disasters. With this, it is to make the state and local autonomous entities contribute to effective restoration after a disaster as their top priority not just being busy trying to shift the responsibility to others because of confusion among them.
To heighten the effect of the response to disasters, a comprehensive response is needed.

오늘날 고도로 발달한 기술문명은 위험에 대한 예측은 물론 위험에 대한 대비능력을 높여주고 있지만, 최근 아이슬란드의 화산분출과 일본에서의 대지진과 같이 과학의 발달을 이룬 인간의 능력으로서도 쉽게 대처할 수 없는 통제불능의 대량위험으로 나타나고 있다. 우리나라의 경우에 이러한 위험에 대비하고 재난을 복구하기 위하여 재난및안전관리기본법을 제정하고 있다. 법은 각종 재난으로부터 국토를 보존하고 국민의 생명ㆍ신체 및 재산을 보호하기 위하여 국가 및 지방자치단체의 재난 및 안전관리체제를 확립하고, 재난의 예방ㆍ대비ㆍ대응ㆍ복구 그 밖에 재난 및 안전관리에 관하여 필요한 사항을 규정하고 있다. 문제는 재난은 사전적 예방을 통하여 본래적 효과를 거둘 수 있는 것이지 사후적 복구를 통하여서는 그 완전성이나 재정 면에서 너무나 큰 대가를 지불하여야 하는 문제가 있다. 본 연구에서는 사전적 재난의 예방과 사후적 재난관리의 절차는 재난의 대비와 복구에 있어서 예견되는 문제를 살펴보고자 하였다. 이를 통하여 재난이 발생한 후 기관간의 혼선으로 인하여 책임을 떠넘기기에 급급할 것이 아니라 효과적인 복구에 전념하는 것이 국가와 지방자치단체의 최우선적인 과제가 될 수 있게 하고자 하였다. 재난대응에 있어서의 효과성을 높이기 위하여서는 포괄적 대응이 필요한 것이다.
