이 연구에서는 환경 분야에 대한 다양한 체험과 경험을 위한 청소년시설의 건립을 위한 기본계획에 대하여 제시하고 있다. 특히 환경교육은 무엇보다도 국가적인 교육의 관점에서 반드시 이행되어져야 하는 부분으로서 이는 아동․청소년에게 더욱 중요함을 지닌다고 할 수 있다. 이에 지역적 특성을 반영하고 이는 교육 및 체험을 위하여서도 반드시 고려되어야 하는 사항이라고 할 수 있는데 청소년이 해양환경에 관심을 가지며 이를 보다 쉽게 접근할 수 있는 시설을 위해 해양을 통하여 건립함에 있어 영덕군의 지형적 특성과 개발방향의 조사에 따라 청소년환경센터 건립의 타당성에 대하여 분석하고 있다. 따라서 현재 우리나라에서 유일하게 건립되는 청소년환경시설로써 이를 건립하기 위해 필요로 하는 기본계획에 대한 방안을 제시하고 있다.
