North Korea newly announced 'A Strong and Prosperous Country' and 'July 1st Economic Measures' as a national development strategy after getting through the period of 'Arduous March' in the 1990s. North Korea pointed out that the science and information technology have been taking a crucial role in both modernization and economic development since 2000s. Than, they are now striving to imformatize factories, enterprises, and schools emphasizing on the improvement of informatization level of their people. But despite all the efforts of North Korean regime, a survey on 'North Korean refugees' information level' revealed that the people of North Korea remains much low on the level of information access and usage. We are sure that the problem of Digital Divide between North and South Korea will be a great setback toward economic development and social integration of Unified Korea. So, it's time for South Korean Government to step in and make a strong supporting plan to level up the informatization of North Korea.

북한은 1990년대 ‘고난의 행군’시기를 극복하고 ‘강성대국 건설’과 ‘7.1 경제관리개선조치’ 등을 발표하면서 김정일 시대의 새로운 국가발전전략을 모색하였다. 특히, 2000년대 이후 북한 경제의 현대화 및 발전 수단으로써 과학기술과 정보통신기술(IT)을 강조하고 있다. 뿐만 아니라 최근에는 북한주민들의 정보화 수준향상을 위한 노력도 강조하며 공장 및 기업소, 학교 등지로 정보화를 확산코자 노력하고 있다. 하지만 북한의 의지와는 달리 북한주민들의 정보화 수준은 북한이탈주민 정보화실태조사를 통해 간접적으로 살펴본 결과 아직 정보접근 및 활용 면에서 현저히 낮은 수준에 머물러 있었다. 이러한 남북한 간의 정보격차는 결국 통일한국의 경제발전은 물론 사회통합에 있어서 크나큰 걸림돌로 작용할 것으로 보이며, 이의 해결을 위해 현 시점에서 적극적인 북한 정보화 지원방안을 마련해야 할 것이다.
