The effects of pollution in North Korea will not be limited to its own borders. Pollution does not respect national boundaries, and can seriously affect neighboring countries, including South Korea. The necessity and importance of cooperation between the South and the North, since the Korean peninsula is the sole habitat for all Koreans now, and for future generation. There is a need to recognize that the pursuit of cooperation between the South and the North to preserve the environment will reap positive benefits. The North Korean environmental issue must be viewed as South Korea's problem as well, in light of its common border as well as the cost burden that must be shouldered after reunification. South-North cooperation on environmental preservation and on pollution prevention could promote direct dialogues and government-level exchanges between the South and the North and could lead towards engaging North Korea as a responsible member of the international community. Economic cooperation with the North should be pursued in parallel with environmental protection measures for the purpose of restoring the North Korean economy and the depleted environment.

본 연구는 북한지역 환경문제를 해결하기 위해 남북한 간 협력방안을 살펴보는데 목적이 있다. 북한지역의 환경문제는, 1970년대부터 80년대에 접어들면서 국제사회에 심각한 현상으로 등장하였지만, 북한지역의 환경문제는 이미 대중적 운동으로 극복될 수 있는 상태를 벗어난 문제이며, 남북한 모두의 이념을 초월한 국제적인 문제라는 성격을 동시에 가지고 있다. 남북한의 경우, 정치․경제적인 조건과 협력방향에 대한 이해관계와 주권 이익의 옹호로 인해 환경문제에 관한 협력에는 어려움이 있을 수밖에 없다. 환경보전이라는 전지구적 차원의 목표에는 이견이 없는 것으로 볼 수 있지만, 환경문제를 해결하기 위한 수단과 목표의 범위, 비용의 분담에는 여전히 남북한 간의 차이가 발생한다. 또한 환경문제에 대한 남북한 간의 대처능력 역시 다를 수밖에 없다. 경제난에 빠져있는 북한으로서는 환경문제를 위해 고비용을 감수하기 어렵고, 결과적으로 타국에 기대하는 다양한 행정적, 재정적 요구와 더불어 이를 해결해야 할 정부의 역량 간에 격차를 발생시키게 된다. 북한지역 환경문제에 대한 개선을 위해서는 남북한 간의 이익을 고려한 효율화의 측면에서 접근하여야 하며, 보다 큰 틀에서 남북한 간의 공동의 이해가 존재하면서 협력이 상호이익의 증진에 기여할 수 있는 부문을 찾아내는 것이 중요하다. 북한지역의 환경문제에 대한 개선이 정책과제로 대두할 가능성이 큰 분야인 만큼 그 개선을 위해서는 남북한 간의 현실적인 차원을 고려한 협력이라는 관점에서의 접근이 필요하다
