Korean people and the Lee Myung-bak Administration are increasingly accepting the necessity for preparing Korean re-unification as well as making an effort to realize peaceful unification. Assuming that unification fundraising is a must for reaching at peaceful unification and for promoting post-unification national development, this research surveys and analyzes the incumbent government's unification policies and reviews the discussions on either cost of unification or opportunity cost of separation. Also, this research contemplates the management problems of existing Inter-Korean Cooperation Fund and various issues concerned with introduction of unification tax, and proposes the strategies and policies to secure unification finance considering effectiveness and feasibility. Unification finance can be procured through direct taxation like income tax, indirect taxation utilizing value-added tax, reserving unexecuted budget, allotting 1% of the total budget, issuing governmental bonds, donation, lottery, development loan, selling national properties, social insurance, and the like. Each of this has advantages and disadvantages making adopting one difficult, and continuous study and discussion are necessary for introducing appropriate policies for Korean re-unification.

현재 이명박 정부 및 많은 국민들이 합의에 의한 평화적인 통일을 준비하는 동시에 급작스럽게 다가올 수 있는 통일에 대해서도 준비해야 한다는 공감대가 형성되어 있다. 이런 상황에서 앞으로 반드시 있게 될, 아니 반드시 이루어야 할 평화통일의 그 날에 대비하여 이 연구에서는 우리가 지향하는 평화통일을 달성하고 그것을 통일한국의 비전과 연결하는데 있어서 통일기금의 지속적 축적이 필요하다는 전제에서 시작되었기 때문에 통일준비를 위한 현 정부의 방안 진단을 살펴보고 분단비용과 통일비용을 둘러싼 논의를 분석적으로 재검토하였다. 또한 이러한 분석을 토대로 제도적 방안으로서 통일세의 도입과 기존 남북협력기금의 운영과정에서 제기된 여러 가지 문제점 등에 대한 다각적인 고찰을 통해 통일재원 확보에 있어서 바람직한 정책방향과 과제를 도출해 보았다. 남북한의 평화통일을 대비하기 통일재원 마련과 관련하여 현실적으로 고려할 수 있는 제도적 방안으로는 여러 가지를 상정할 수 있다. 즉 소득세를 통한 직접세, 부가가치세를 활용한 간접세 및 미집행 예산 적립, 예산 1% 적립, 국가채권 발행, 기부금, 복권발행, 개발차관, 국유재산 매각, 사회보험 등의 방법들이 제시되고 있으나, 이에 대한 장·단점 역시 계속적으로 여러 차원에서 논의하여 정부의 제도적 방안으로 수렴, 실시할 필요가 있다.
