The Republic of korea is a solemn maritime country which must advance into foreign countries through the ocean, because our country is surrounded by the ocean on all sides but one, and is also confronting the North Korea. As a result, our import-export trade derends on the overseas trade 99.7%. However, the piracy whice has been seriously increasing for continuous 3 years since 2006 has caused a lot of damage not only on the safety of sea traffic, but also on the economy of our conutry. Even though Navy and the Ministry of Territory and Maritime Affairs are making constant efforts to solve this piracy problem, they are failing to obtain satisfactory results. Therefore, this research tries to focus on the role reinforcement plans of Korea Coast Guard which is in special charge of marine security by preparing the effective solution for piracy suppression.

우리나라는 삼면이 바다로 둘러싸여 있고, 남북이 대치되어 있어 사실상 바다를 통해 해외로 진출해야만 하는 엄연한 해양국가이며, 수출입 물동량의 99.7%를 해상운송에 의존하고 있다. 그런데 2006년 이후 연속 3년간 심각하게 급증하고 있는 해적범죄로 인해 해상교통의 안전은 물론이고 국가의 경제에도 상당한 타격을 초래하게 되었다. 이에 따라 국토해양부를 비롯한 해군에서는 해적문제를 해결하기 위해 노력하고 있으나,만족할만한 수준의 성과를 거두지 못하고 있다.따라서 본 연구에서는 효율적 해적퇴치를 위한 해결책 마련으로 해상치안을 전문적으로 담당하고 있는 해양경찰의 역할 강화 방안에 초점을 두어 연구하고자 한다.
