Australian police system has not been introduced often in Korean police science academia. The reason for that is not clear; yet it is evaluated that it was not as valued by scholars studying comparative police system. Unlike Korean police organization, Australian police is managed by each state as municipal police, and each state is made up of various organizations as an independent entity. Australian national police is divided into federal police and metropolitan police. Federal police is in charge of investigating the violation cases of federal law and guarding the federal government building and federal districts. Metropolitan police is in charge of the capital, Canberra, and other districts. This study focuses on finding the implications Korean police system could acquire from Australian police system by examining the structure and characteristics thereof. First, the police system of Australia, which is a federal state of Britain, can be divided into two types. There is federal police (national police), and a type of state municipal police system in the remaining 6 states and 2 federal districts (or territories). Second, in Australia, the Minister of Justice announces the recruitment of the chief of the National Police Agency instead of the Home Minster, with the unique system of appointing through interviews of applicants. Third, in terms of tasks of Australian police, national police focuses on drug trafficking, organized crime, major economic crime, cyber crime, guarding important figures of the international society, central government work, and public order of capital areas and exterior zones of Australia. Fourth, the 6 states and 2 federal districts (or territories) of Australia autonomously have police force. The municipal police in particular is focusing on public order such as protecting the people’s life and property and law enforcement. Fifth, there are more than 40,000 police officers in Australia, one-fifth of which are taken up by female police officers.

호주의 경찰제도는 그동안 우리나라 경찰학계에 별로 소개되지 않았다. 그 이 유는 정확히 알 수 없지만 비교경찰제도를 연구하는 학자들 차원에서 볼 때 별 로 중요시되지 않았던 것으로 평가된다. 호주경찰은 우리나라 경찰조직과는 달 리州단위의 자치체 경찰로 운영되는 관계로 각州는 서로 독립된 개체로서 다 양한 조직으로 구성되고 운영된다.호주 경찰은 자치체경찰인州경찰이 중심이 되고 각 州별로 관리․운영된다.호주 국가경찰로는 연방경찰과 수도경찰이 있다. 연방경찰은 연방법 위반 사건의 수사와 연방정부 건물의 경비 및 연방직할지를 담당한다.수도경찰은 수도 켄버라와 기타지구의 경찰을 담당하고 있다.본 연구는 호주 경찰제도의 구조와 특징을 살펴봄으로써 그들의 경찰제도로부터 우리나라 경찰제도가 얻을 수 있는 시사점을 찾아보는데 초점을 두었다. 첫째, 영국의 연방국가인 호주의 경찰제도 는 크게 두가지이다. 즉 연방경찰(국가경찰)이 존재하고 나머지 6개州와 2개의 연방직할지(혹은 준주/准州)에서 일종의 州자 치경찰제를 시행하고 있다. 둘째, 호주의 경우 경찰청장은 내무부장관이 아니라 법무부장관이 모집공고를 하며 응모한 자를 대상으로 인터뷰를 거쳐 임명하는 독특한 방식을 취하고 있다. 셋째, 호주경찰의 사무면에서 보면 크게 국가경찰 은 마약밀매, 조직범죄, 주요경제범죄, 사이버범죄, 국제사회 주요 인물경호, 중 앙정부 부여업무 및 수도권 지역과 호주 외부지역의 치안 등에 집중한다. 넷째, 호주의 6개의州와 2개의 연방직할지(혹은 준주/准州)는 자체적으로 경찰력을 보유하고 있다. 특히 호주의 자치경찰은 국민의 생명과 재산보호 그리고 법집행 등 치안업무를 수행하는데 집중하고 있다. 다섯째, 호주의 전체 경찰관은 40,000명이 넘는데 그 중에서 5분의 1을 여자경찰관이 차지하고 있다.
