The purpose of this article is to interpret the meaning of transcendental phenomenological reduction and constitution through an analogy of empirical reduction and construction in the context of the contending arguments between methodological individualism and metaphysical wholism.
We are neither venturing to present and discuss the major themes of phenomenology nor to compare the main tenets of empiricism with those of phenomenology. It is our modest goal to gain some implications from the concept and process of transcendental phenomenological reduction to improve our capacity for theory building and action-oriented policy researches. It seems that the processes of phenomenological reduction and constitution of subjective consciousness as well as the life-world would stimulate to reformulate alternative perspectives of theory and practice of public administration.

이 글은 ‘경험주의적 환원과 구성의 논리’와 ‘초월론적 현상학적 환원과 구성’을 을 하나의 틀 속에서 이해해보고자 하는 하나의 시론이다. 몇몇 행정학자들은 행정학 연구에 있어서 현상학이 매우 중요하고 그 의의가 크다는 것을 강조하고 있으나 형상학의 어떤 주제와 방법을 행정학 연구의 구체적인 어떤 방법론과 어떻게 연결시킬 것인지에 관한 논의는 비교적 적은 편이다. 이 글에서는 경험론적 환원과 구성을 소개하기 위하여 분석단위와 관련된 방법론적 개인주의와 형이상학적 전체주의를 해설하였고 여러 가지 행정학의 논리를 이해하기 위한 맥락단계에 관해서도 고찰하였으며, 이러한 논의들을 결합하여 필자가 이미 개발하여 사용해 오고 있는 “행정학 연구의 목적과 방법 및 분석수준과 맥락구조”라는 발견적 틀을 제시하였다. 이러한 틀을 배경으로 현상학의 에포케, 환원, 초월론적 주관성과 구성을 이해하여 보고자 시도하였다. 더 나아가서 정책문제의 해결양식으로 사용하는 사회과학방법론의 적실성을 높이기 위하여 현상학적 환원과 구성이 어떤 함축성을 가지고 있는가를 검토해 보았다.
