German Immigration Policy - Continuity and Conflicts in Major Policies on Immigrant Integration

German society has been experiencing conflicts in integration and migration policies. Initial policies based on the rotation system could not adjust to the long-term stays of 'Gastarbeiters', and caused confusion and costs to the society. Migrant workers were later allowed to stay longer and with their family, which resulted a permanent immigrant communities to form. Initial immigration policies focused primarily on the economic aspect, while vastly ignoring the effect of immigration in terms of population, culture and society. This, of course, is a lesson to learn from the failure of German immigration policy.
Policies in the nineteen eighties and nineties were only temporal in the integration process. In the nineteen seventies and eighties occured a drastic increase in the efforts for integration, which was subsequently criticised as being a forced Germanisation. In the eighties a multi-cultural society has been suggested as an alternative.
German politicians has kept the political dogma that 'Germany is not a country of immigration'. These immigration policies has been overthrown by the SPD and Bndnis 90/Die Grnen, which won the federal elections on 27th September 1998. However, the migrant issue has been brought up frequently since, especially by right-wing politicians , in order to gain the support of the party and electorate.
In terms of political measures for integration, Germany makes it on the 14th in comparison to other European countries.Policies to support and actively invest in education, increasing employment opportunities, increasing birth rate, excluding government interference in religious conflicts, ceasing the cultural struggle, and increase of civil education for integration are being proposed.
Germany's problem of social integration and conflict are also building up and expressed in Korean society. Thus, studying these will be particularly valuable.

독일사회는 이주민 통합과 이주정책을 놓고 갈등을 겪어오고 있다. 독일의 초기 이주정책은 문화,사회적,인구적인 측면에서 이주정책을 결정하지 않고,단지 경제적 측면에서 외국노동자를 고용한 특징을 보여준다. 초기 순환제도에 기초한 노동자도입은 장기체류에 대한 대책을 세우지 못하였으며, 이는 차후 사회적으로 혼란과 사회적 비용의 원인이 되었다. 이주노동자들은 초기 단기체류에서 장기체류로 변화되었고,가족의 동반이 허용되었다.이런 여건의 변화로 이주자를 중심으로 한 새로운 소수민족 집단이 독일 내에 형성되었다.
1980년대, 1990년대의 법들은 통합과정에서 단지 임시적이었다. 1979/80년도에 얼마간 이주자의 사회통합에서 붐이 일었는데, 이는 독일화에 대한 강제라고 비판받았다.이주노동자의 순환제도와 귀국,그리고 통합과 독일화에 대한 ‘제3의 길’이 모색되기도 하였다. 1980년대 말 이후에는 다문화사회가 대안으로 제시되어 논의되고 있다.
독일 정치가들은 이주정책과 이주자 통합문제에서‘독일은 이민국가가 아니다’라는 도그마를 수십 년간 견지하여왔다.이런 독일의 이주정책의 전기는 1998년 9월 27일 연방선거에서 정권을 잡은 SPD와 Büdnis 90/Die Grüen에 의해서 이루어졌다.그러나 독일에서 이주자문제는 주기적으로,특히 우파 정치가들에 의해서 정당의 지지,유권자의 표를 얻기 위하여 빈번히 제기되고 있다.
독일 이주자의 사회통합의 수준은 유럽 국가들과의 비교하여 볼 때 12(2010년 기준)위에 머무르고 있다.
독일에서 일어나고 있는 이주자의 사회통합과 갈등의 문제는 한국에서도 동일하게 갈등의 잠재성을 갖고 있으며, 표출되고 있는 문제이기 때문에 정책적 시사점을 갖는다.
