This paper provides policy insights in preparation to changing administrative environments and needs. Theoretical backgrounds of performance driven government innovation and case studies of domestic and foreign local governments, are reviewed for the study.
It has been found that the implemented Balanced Score Card (BSC) system in Korean local governments does not fully consider the characteristics of the organization, is not suitable for efficiently managing strategies and business processes, and does not provide performance feedbacks to the Mayorʼs election pledge.
Therefore, I study the case of Seosan cityʼ�s ʻIntegrated Performance Managementʼsystem as an alternative model, which illustrates an integrated performance management of, strategies and business processes based on policy agendas; pledges; and evaluations internally and externally.

2000년대 중반 이후 우리나라 지방정부의 행정혁신 및 성과중심 행정구현을 위하여 도입되기 시작한 BSC에 의 한 성과관리는 대부분 중앙부처 및 공공기관의 도 입 방법론을 그대로 적용하고 있어 많은 문제가 있다는 지적을 받고 있다 . 이러한 문제의 해결을 위해서는 지방정부의 특성에 적합한 성과관리 모형의 개발과 도입이 필요하다고 하겠다. 따라서 이에 대한 대안적 제시로서 충남 서산시에서 운영중인 통합성과관리모형의 실증사례 분석을 실시하였다. 이를 통해 이행과제를 중심으로 한 전략과 업무, 공약 및 대내외평가의 통합적 관리가 가능한 성과관리모형체계에 대한 실증적 사례를 제시하였다.
