There have been a lot of discussions about inefficient operation of local public enterprises so far. However, it is true that we still have rooms to improve in present. Therefore, this study has focused on observing the situation of the local public enterprises, and finding the problems and drawing alternatives for them.
Many alternatives for improving the operation until now more focused on controlling and managing the local public enterprises and reflecting the results that could gain through the improvement and development of the indicators of operational evaluation in the operation of local public enterprises.
But, these papers deeply considered that the nature of issues is not the control, management, evaluation, and inspection but the operation improvement of local public enterprises. As the alternatives, first, in order to achieve the common goals effectively, the central government and the local governments have to separate their rolls into controlling function of central government and business operation function of local government. Second, in order to lighten the burden of local public enterprises caused by duplication of inspection, evaluation, and investigation, all evaluations and investigations which are implemented by other government agencies have to be entrusted by the local governments possessing the right to establish the local public enterprises, excepting the inspection by the constitutional institutions such as the national assembly and the board of audit and inspection. Lastly, as a alternative of repeated amendments, revisions, and obscure criterion of operational evaluation system for the local public enterprises, a standard general and operational evaluation system was suggested.

지방공기업의 비효율적 경영에 관 한 논의는 지속적으로 제기되어 왔다 . 그러나 현재에도 개선의 여지가 많이 있 는 것이 사실이다. 본 연구는 지방공기업의 현황과 지방공기업 경영평가의 핵심인 경영평가지표에 대 해 살펴보고 문제점과 대안을 도출하는데 초점을 두었다.
그동안 경영개선에 대해 제기되어 온 여러 대안들은 대부분 지방공기업에 대한 통제와 관리 그리고 경영평가지표의 개선과 개발을 통하여 사후 평가결과를 지방공기업의 경영에 반영하여 지방공기업의 경영개선을 이루려 하는데 초점을 두었다. 그러나 본 연구는 지방공기업의 문제의 본질이 지방공기업에 대한 통제와 관리, 평가와 감사에 있는 것이 아니고 지방공기업의 경영개선에 있음을 염두에 두었으며, 대안으로 첫째, 지방공기업 운영에 있어서 지방과 중앙정부 상호간 공동의 목표를 보다 효율적으로 달성하기 위하여 중앙의 통제적 기능과 지방자치단체의 경영관리기능으로 역할 분담을 할 것을 제시하였으며, 둘째로 중복되는 감사, 평가, 조사로 인한 시간, 비용, 물적, 인적자원에 대한 지방공기업의 부담을 완화하기 위해 헌법기관의 감사를 제외한 각급 기관에서의 평가와 조사를 설립주체인 지방자치단체에 위임할 것을 제안하고, 끝으로 잦은 수정과 개정 그리고 모호한 기준의 경영평가체계의 대안으로 일관성과 안전성을 겸한 포괄적인 표준종합경영평가제도를 대안으로 제시하였다.
