The purpose of this paper is to suggest policy directions for the better utilization of financial information produced in accrual financial statements.
In Korea local governments introduced accrual & double-entry accounting system in 2007, however the effective use of fiscal information is restricted by a various institutional and operational problems such as an insufficient cost information, a lack of the linkage between financial accounting and performance management and the inadequacy of financial indicators, etc.
The paper overviews the current situation of financial statements and investigates the reality of fiscal information utilization in Korean local governments and particularly focused on grasping the limitation and issues concerning financial information by accrual accounting.
The paper suggests some policy directions as follows : ① the establishment of financial & institutional infrastructure, ② the development of fiscal indicator and cost information, ③ the strengthening of linkage between financial accounting and performance management, ④ the reorganization of financial condition monitoring system.

지방자치단체는 성과지향의 재정운영을 위한 기초인프라로서 발생기준회계제도(ʼ07년)와 사업예산제도(ʼ08년)를 도입·시행하고 있다 . 그러나 재무제표 등 재무정보의 생성과 활용 면에서 아직 정보로서의 유용성이 낮고 재무정보의 활용도가 저조하여 가시적인 효과를 거두고 있지 못한 실정이다. 그 이유로는 전반적으로 재무정보의 적실성과 신뢰도가 낮은 점, 사업단위 투입원가를 계산하기 위 한 기준이 미비한 점 , 예산운용과 성과평가에 대 한 재무정보 활용도가 부진한 점 등을 들 수 있다.
따라서 본 논문에서는 재무정보의 의의와 현황을 검토하고 재무정보의 생성과 활용에 관한 쟁점사항을 살펴본 후, 이를 토대로 재무정보의 활용도 제고를 위한 정책적 방안을 제시한다. 정책방안에서는 정부재정기반 구축 및 제도 정비, 유용한 재무분석지표의 개발, 성과 관리와의 연계, 재정위험 모니터링 방안을 중점적으로 살펴보았다.
