In this study, we measure the relative efficiency of Korean local governments in a non-parametric framework approach using Data Envelopment Analysis.
This allows assessing the extent of local spending that seems to be wasted relative to the best-practice frontier. Our results suggest that local governments in capital area, with higher own-revenue ratio, and with larger population could achieve better performance. Efficiency scores are afterwards explained by means of Tobit analysis and OLS analysis with relevant explanatory variables.
We also examine expenditures for a variety of local government functions. While per capita spending provides some gauge of the efficacy of public service provision, population may inadequately measure the determinant of costs. Although we do not offer conclusions regarding the efficacy of public service, this study can aid local governments in their assessment of services.

본 연구는 우리나라 지방자치단체 중 시의 상대적 재정효율성을 비모수추정방법인 자료포락분석(DEA) 기법에 의해 측정하였다. 이를 통해 지방자치단체 재정지출의 낭비요소를 파악하고 모범사례를 벤치마킹하는데 도움을 주고자 하였다. 측정결과 인구가 비교적 많고 재정력이 튼튼한 수도권 자치단체 및 대도시 주변의 성장 자치단체일수록 효율성이 높은 것으로 나타났다. 이러한 효율성을 결정하는 요인이 무엇인지 파악하고자 Tobit 분석 및 OLS 분석을 시행하였다.
그리고 지방자치단체 1인당 재정지출의 비교를 통해 다양한 공공서비스 기능의 유효성을 평가하고자 하였다. 특히 자치단체별 재정지출 차이의 요인을 분해하여 지방자치단체가 스스로 자신의 서비스를 평가하고 개선하는데 도움을 주고자 하였다.
