This study is for application of Double‐�entry‐�bookkeeping financial accounting system utilization on entry bookkeeping of local governments and the background of the introduction of financial accounting system since 2007.
Especially, this article is on the effect of double entry bookkeeping system. And financial accounting report convert to financial condition report, financial operation report, net worth report and etc..
First of all, we want to know that the criteria of asset & liability in financial condition report Major financial analyzed factors and compare the New financial account with the old budget accounting system The research of financial accounting application is 1. Scheme that organizing budget how to use Pro forma financial statement to next fiscal budget organization 2. Scheme that approving of account how to express opinion of Certificate Public Accountant(CPA)’s on account audit
3. Scheme that Mid‐�long term financial planning how to use the reserve 4. Scheme that for enhancing financial transparency and steadiness preventing Window dressing settlement methods and financial accounting application way.

본 연구는 지방자치단체의 복식부기 재무회계 제도의 도입에 따른 재무회계 활용방안에 대하여 살펴보았고, 재무회계 제도가 2007년부터 도입하게 된 배경을 알아보고자 하였다.
특히, 복식부기제도의 도입 효과에 대하여 알아보았으며, 재무회계보고서 내용을 세부적으로 재정상태보고서, 재정운영보고서, 순자산변동보고서 등으로 나타내 보았다.
먼저, 재정상태보고서의 자산 및 부채 인식기준에 대하여 살펴보고자 한다.
2007년도 경기도의 재무분석 주요지표를 분석해보고, 앞으로 사용하게 될 재무회계와 기존 예산회계제도를 비교해 보았다.
재무회계활용방안의 연구로는
1. 예산편성 시 재무회계에 의한 추정재무제표를 차년도 예산편성에 반영 할 수 있는 방안
2. 결산승인 시 결산검사에 대한 공인회계사의 의견표명 방안
3. 중장기 재정계획 수립 시, 충당금에 대한 활용방안
4. 재정의 투명성 및 건실성 증대를 위한 분식회계방지 대안과 재무회계활용방안
