The purpose of the study is to find out the usefulness of the fiscal information of the settlement account of local governments obtained by the newly introduced accrual basis double-entry bookkeeping accounting by comparatively analyzing it with the traditional fiscal information obtained by the cash basis single-entry bookkeeping accounting. According to the major results of the study, there seem to be substantial differences between the fiscal information including major fiscal indicators obtained from both the double-entry and single-entry bookkeeping accounting methods from the perspective of financial position and the fiscal soundness of local authorities.
Therefore, it is necessary for the central and local government together to prepare throughly for resolving the problem and also try to find the ways of harmonizing the two different fiscal information by the double-entry and single-entry bookkeeping accounting.

정부는 성과와 책임 중심의 재정개혁의 일환으로 정부회계제도를 현금주의 ��단식부기방식에서 발생주의 ��복식부기방식으로의 전환을 추진하고 있다. 이에 따라 지방자치단체는 그동안 시범운영 결과를 토대로 ��07년부터 본격적인 발생주의��복식부기회계제도를 시행하고 있다. 이 새로운 제도는 정부부문에 기업형 회계처리기법을 도입하는 것이며 정부회계제도의 구조적 변화로 인식된다.
이와 관련하여 이 글은 새롭게 도입된 발생주의회계에 의한 재무회계정보와 현금주의에 의한 예산회계정보를 비교 분석하는데 초점을 두고 있다. 연구범위는 크게 사례단체를 대상으로 자산 �����부채실사를 통한 기초재정상태의 특성과 분포상황을 파악하는 부분과 재정건전성지표를 중심으로 발생주의 정보와 현금주의정보 간의 상호 관련성을 비교하는 부분으로 구성된다.
분석결과 사례자치단체 간에 기초재정상태의 차이와 특성이 뚜렷하게 나타나고 재정건전성지표에서도 현금주의와 발생주의정보 간에 일정한 관련성이 없어 결산정보의 일관성이 없음을 보이고 있다.
따라서 이러한 분석결과에 기초하여 회계정보의 일관성을 확보하기 위한 정책적 시사점과 향후 방향성을 제시하였다.
