Public Arts Center is supported by government, as an non-profit. The role of public arts center is to support and spread the arts to their region. Nowadays the contracting-out of public services and facilities has become a world-wide trend because of economic crisis.
Government propelled the reformation of cultural facilities to overcome of the crisis of government financial difficulties from 1998.
We will research each organization's management systems and focus on setting up the proper management system for the arts center.
This research will examine the role and situation of the arts center and analyze the problem of each management and performance system focused on the 147 public arts centers in nationwide. Based on this, we suggest a new evaluation system for the arts center to analysis of the performance and upgrade the management system and eventually to attract public interest for the successful fund-raising.
This new evaluation model can be used for every arts center and stimulate and teach the level of each arts center. For the objective and efficient evaluation, we adjust the concept of basic information for the evaluation and we define key words like “data and other information of performance in the arts center”, “operation rate of the theater”, and “financial independent rate” of the arts center evaluation.
This research will contribute to set up the future management system and develop specific performances and basic data for the successful fundraising for the financial independence.

본 연구는 현재 우리나라 문화예술기관에서 실시하고 있는 평가 제도와 외국의 문화예술기관에서 실시하고 있는 평가모델을 바탕으로 향후 공공 문화예술기관에 공통적으로 적용할 수 있는 기관 자체 평가 모델을 제시하였다. 제시된 평가 모델을 사용하여 나타난 결과는 타 문화예술기관과의 자료 공유를 통해 보다 발전적인 방향으로 수정, 보완될 수 있지만 결과에 따른 무의미한 경쟁을 지양하는 것이 바람직하다. 본 연구의 결과는 지방자치단체의 담당부서에서 관할 문화예술기관 운영 방향이 몇몇 기관은 시설관리공단에서 재단법인, 지방자치단체 관할 사업소에서 재단법인으로, 혹은 민간 위탁으로 전환되는데 이에 따른 올바른 방향제시를 할 수 있을 것으로 기대된다.
