The government has recently been initiating a reform of the nation’s finance operations. The reform enables the government to have fully digitalized budget/accounting operations, and the new fiscal system integrates budget,
accounting and performance management. This study focuses on performance management and budget allocation issues for national R&D programs. This study introduces the PART(Performance Assessment Rating Tool) invented and used by the US federal government and illustrates actual PART reports for two R&D programs of the Department of Energy, with an intention to analyze possible problems and issues that are expected when we adopt a modification of the PART into our budget system.
The conclusions of this study are summarized as follow. First, even if the financial performance for science and technology programs like R&Ds can not be easily measured, a proper management of their performance needs a link between budget and performance. Secondly, the logic of PART can be applied to an evaluation of R&D program as well as those programs with financial nature, however, necessary modifications are necessary. The modifications will include the adoption of performance indicators and evaluation methods that are suitable for R&D programs. Thirdly, the evaluation system will function properly with reliable data as the basis for evaluation and with the help of experts in the area of evaluation. Lastly, the success of the system will need a close cooperation between the program handling departments and the department assigning budget for the programs as well as efforts of enhancing expertise of the related personnel in relation to the evaluation system and the programs.

우리나라의 예산․%회계제도를 개혁하기 위해 도입이 추진되고 있는 새로운 디지털예산․% 회계시스템은 예산, 회계, 성과관리 등의 기능을 통합한 통합재정시스템의 형태이다.
새로운 예산회계시스템의 핵심요소는 프로그램예산제도와 성과관리시스템이며 예산제도와 성과의 연계가 매우 중요하다. 이 연구는 국가의 미래를 좌우하는 과학기술분야에 초점을 맞추어 과학기술분야의 투자에 대한 성과관리와 예산연계에 초점을 맞추었다.
이 논문은 정부부문의 성과를 예산시스템에 적절히 연계시키는 미국연방정부의 PART를 분석하고 이 같은 기법을 우리의 예산시스템에 적절히 도입할 때 고려하여야 할 점이 무엇인가에 대해 고찰하였다. 특히 미국 연방정부 중 자원부의 두 가지 연구개발프로그램에 대한 PART평가의 내용을 소개하고 분석하여 그러한 논거를 뒷받침하였다.
이 논문에서 제시하는 결론은 다음과 같다.
첫째, 연구개발프로그램과 같은 과학기술분야의 경우 재무적 성과의 측정이 어려운 점이 있으나 예산과 연계되어야만 적절한 성과관리가 가능하다. 둘째, PART의 기본 논리는 연구개발프로그램의 평가에 적용될 수 있으나 재정사업과 동일한 방식을 사용하는 것은 적절하지 않다. 연구개발의 특성을 더 잘 반영할 수 있는 지표 및 평가방법을 활용하는 것이 필요하다. 셋째, 모든 프로그램에 대해 평가자료의 신뢰성이 확보되고 전문가집단을 잘 활용하는 방법으로 평가시스템이 구축되어야 할 것이다. 마지막으로, 프로그램 주관부서와 예산주관부서의 긴밀한 협조체제가 필요하며 특히 관련자들의 전문성제고에 노력하는 것이 매우 중요하다.
