The purpose of this study is to analyze the issues and direction of financing pre-school education in Korea. To accomplish this purpose, documents, materials and research data concerning finance of pre-school education in Korea were analyzed and studied, and concept of finance of pre-school education was cleared. Present conditions and scale of financing pre-school education were analyzed. Based on them, five problems of financing pre-school education were analyzed.
Based on the above discussions, following seven issues of financing pre-school education were discussed: publicity and financing pre-school education, rightfulness and foundation of financing pre-school education, issues on supporting children vs direct supporting institutions, unification of managing and supervisory agency, expansion of financing under-4-year-children, restriction of entering institutions of children, scope of free educational cost.
Above all, the important thing is not to analyze and solve the issues and problems, but to give equal opportunity to all pre-school children and to let them begin at the starting point equally.

이 논문은 취학전 교육 재정지원을 둘러싼 쟁점 및 방향을 분석하는 데 목적을 두었다. 논의를 위해 먼저 취학전 교육재정의 개념을 정리하였으며, 이를 토대로 취학전교육 재정지원의 현황과 문제를 정리하였다. 취학전교육 재정지원의 규모와 현황을 분석하고, 이에 근거하여 취학전교육에 대한 재정지원의 문제를 다섯가지로 정리하였다.
이상의 논의를 토대로 취학전교육 재정지원의 쟁점을 취학전 사립 교육기관 재정지원의 전제로서의 공공성, 취학전 교육 재정지원의 정당성과 근거, 아동지원/기관지원의 문제, 관리 감독기관의 일원화 문제, 만 4세 이하에 대한 재정지원의 확대, 기관별 취원영유아 제한의 완화 문제, 무상교육비의 범위라는 일곱가지로 나누어 논의하였다.
취학전교육 재정지원을 둘러싸고 그 필요성에 대한 논쟁을 비롯하여 지원 및 관리주체에 이르기까지 다양한 쟁점이 존재한다. 무엇보다 중요한 것은 그러한 쟁점을 정리하거나 해결책을 찾는 것이 아니라 그것이 어떤 형태가 되었는 모든 취학전 영유아에게 동등하게 교육기회가 주어지고, 이를 통하여 출발점에서부터 불평등하게 시작하는 일이 없도록 해야 한다는 것이다.
