The coverage of election problems associated with the maintenance of a democratic system have been discussed in various ways. The importance of election have been emphasized because people's active participation in politics is very important for the realization of democracy as well as development in the public issue. Especially, as the election processes, voters should be able to participate in the election with well-informed candidate's qualifications and policy and ultimately in turn, judge about candidates. In today's election, the media should play important role in providing candidates' qualifications or policies, as well as educating people about public issues. To achieve this, the media's responsibility lies in fairness so that general public can vote and participate based on sufficient information about candidates their policies. This paper suggested that citizens and general public should be core, not the reporters, journalists or politicians in the election coverage. These changes can contribute to the democracy of political system. In other words, going beyond merely ensuring formal fairness, the mass media should highlight the importance of elections, so that voters can be received useful information from the media.

선거보도의 문제는 민주주의 체제의 유지와 관련되어 다양하게 논의되어 왔다. 민주주의의 실현과 발전을 위해서 공공의 문제에 대해서 잘 아는 국민과 그러한 국민의 적극적인 정치참여가 전제되어야 하기 때문에 선거보도의 중요성이 강조되어 온 것이다. 특히 선거과정에서 선거권자로서 국민들이 후보자의 자질이나 정책에 대해 이해하고 판단하여 투표에 참여해야 한다. 오늘날 선거에서 후보자의 자질이나 정책을 비롯하여 공공문제에 대해 국민을 계도하고 국민들의 적극적인 정치참여를 이끌어내야 할 임무를 부여받은 사회적 존재는 언론이다. 결국, 이러한 주장은 언론의 내용적 공정성을 강조하고 있으며, 일반국민들에게 선거관련 정보를 보다 많이 제공하고 이를 바탕으로 적극적인 정치참여를 할 수 있도록 해야한다는 점을 강조하고 있다. 이러한 주장과 맥을 같이 하는 것으로 선거보도가 기존 엘리트, 기자중심에서 시민중심으로 바뀌어야 하며, 이러한 변화가 정치체제의 민주주의에 기여한다는 논의이다. 즉, 단순한 형식적 공정성의 확보를 넘어서, 언론은 유권자들에게 선거의 중요성을 강조하고, 필요한 유용한 정보를 전달할 수 있도록 해야 한다는 것이다.
