This study aimed to reflect the present situations of rural community, agricultural industry, and its residents through reviewing past historical changes in rural society, the causes of the changes, and welfare intervention to the changes. For this, Britain was selected as a case study since the country was the initiator of industrialization, welfare state, and new-liberalism which are all related to the destiny of rural society. Its historical review was conducted based on the time period: ① pre-Industrial revolution; ② Industrial Revolution; ③ pre & post- World War and welfare state; and ④ Thatcher government to present. After scrutinizing each period in terms of situations of agriculture, rural community, and peasants; main value of the times, and welfare policy and institute, the researcher discussed several issues such as: ① value of the times, perspectives, and institute; ② choice between rurality and urban standards; ③ universal welfare state, public expenditure, and polarization in rural areas; and ④ harmony between people participation and government intervention.

본 연구는 농촌 변화와 그 변화의 동인, 그리고 그에 대응하는 복지제도를 개괄함으로써 시론적 단계에서 농촌과 사회복지의 연결점을 모색하고, 향후 농촌복지 연구와 제도, 실천에 반영하기 위해 계획되었다. 이에 산업혁명, 복지국가, 신자유주의의 산실인 영국을 사례로, 산업혁명 전 시기, 산업혁명 시기, 세계대전 전후와 복지국가 시기, 대처정부부터 현재까지로 구분하여 각 시기마다 농촌, 농업, 농민의 상황과 그것에 영향을 주었던 시대조류나 가치, 그리고 사회복지제도에 대해 기존의 문헌을 활용하여 설명하였다. 관련 역사를 고찰한 결과, ① 농촌에 대한 가치와 관점을 인식하는 것이 우선되어야 한다는 점, ② 농촌을 보존할 것인지 도시적 기준을 적용할 것인지에 대한 결정시 농촌성에 대한 파악이 필요하다는 점, ③ 농촌 양극화에 따른 서비스 사각화를 방지하기 위해서는 보편적 복지국가 논의에 사회서비스를 포함하고 공공지출분을 확보해야 한다는 점, ④ 농촌복지를 위한 민·관참여의 중요성과 이를 위해 국가적 수준의 단일체계를 확립하고 해당 부서의 역할분담이 조정되어야 한다는 점에 대해 논의하였다.
