The purpose of this study is to identify the character of housing policy of Noh Moo-Hyun Administration. To accomplish this purpose, this study examined housing market policy and housing welfare policy of Noh Moo-Hyun Administration. As a result of this study, housing market policy was market reductionoriented through the anti-speculation measures, tax reinforcement, clarity reinforcement of house dealing, prevention of housing market overheating etc. In case of housing welfare policy, It was enhanced by the increment and diversity of public housing, budget of public housing. Therefore, the Housing Policy of Noh Moo-Hyun Administration is characterized market reduction and housing welfare reinforcement.

본 연구의 목적은 노무현 정부의 주거정책의 성격을 규명하는 것이다. 이를 위해 주거정책을 주택시장정책과 주거복지정책으로 나누어 각각의 특성을 살펴보았다. 연구결과 주택시장정책은 투기억제, 주택 관련 조세강화, 주택거래의 투명성 제고, 주택시장의 과열 방지 정책 등 규제를 통한 시장축소 정책을, 주거복지정책은 공공임대주택의 공급증가와 다양화, 재정증가를 통한 국가책임의 확대로 나타났다. 이에 따라 노무현 정부의 주거정책의 성격을 ‘시장축소, 주거복지 확대’로 규정할 수 있었다. 이는 ‘시장확대, 제한적인 주거복지’로 나타난 김대중 정부의 주거정책 성격과 구별되는 것이다. 한편, 최근의 전세대란 등 주거문제에 대처하기 위해 공공임대주택의 공급확대 등의 주거복지정책 강화의 필요성이 제기된다.
