The review of the American social work history shows how it has been struggling to maintain the balance between the macro contexts and the micro problems. In understanding how the social work profession grows and changes, it is important to speculate not only the situational contexts but also the philosophical influences in the changes. With an emphasis on the value of the profession, the study reviews the relationship between the societal change and a set of prevailing value orientations including the paternalistic orientation, social justice orientation, amoralistic orientation, clinical orientation, humanitarian orientation, and epistemological pluralist orientation. It is important to understand the value orientation of the profession because it implicates the social work profession’s goals and the missions of the era. In organizing a clear conceptual framework for social work practice, the study also reviews ideological debates over how to perceive and approach social issues and the roles of the social work profession. For the prospects of a value-based profession, the study highlights three of the most potent ways to frame the future of social work as a profession.

본 연구는 사회복지실천의 역사에 반영된 주류적 가치지향을 살펴보고 시대적 맥락에서의 사회복지실천의 역할과 의미를 재발견하려는 목적을 갖는다. 또한 다양한 흐름에 대한 이해를 기초로 향후 사회복지실천의 전문성과 전문가의 역할을 이끌어 가는 데 적합한 가치지향에 대한 논의를 포함하고 있다. 사회복지실천의 전문화과정의 초기로부터 주요 시대적 변화와 연결된 가치지향성을 살펴보면서 사회복지실천의 가치 변화와 그 역사적 성격을 이해하고자 한다. 본 연구는 미국의 사회복지관련 역사를 중심으로 분석이 이루어지는 한계가 있으나, 사회복지실천의 발달과 관련한 주요 내용이 미국 사회복지실천의 변화를 중심으로 구성되어 있으며 우리나라 사회복지실천의 발달에도 큰 영향을 끼쳤다는 점에서 의미를 갖는다.
