This paper documents the implementation process of the newly adopted disclosing system of regional job creation targets and assesses the current status of the system in Gyeongbuk region. The paper furthermore finds out problems faced in the implementation of the system and derives policy implication for its smooth establishment. The analysis of the disclosing system announced by local governments shows that job creation target of Gyeongbuk during the term of the current governor is 224,025 which is higher than the average target of the 15 metropolitan governments, while the vocational training target is far below than the average. There seems to have been coordination failure between local governments and metropolitan government in setting the goals. In order to ensure the successful landing of the disclosing system of regional job-creation targets, regional and local employment governance needs to be established. Operational definition of the job and training is also needed to ensure the same criteria to be applied in setting the targets by every local governments.

본 연구는 2010년 도입된 지역 일자리 공시제의 개요와 경북지역의 일자리공시제 추진 현황을 정리하고 지역 일자리공시제 추진과정에 나타난 한계점을 파악하여 경북지역에서 일자리공시제가가 성공적으로 정착할 수 있는 정책과제를 도출하였다. 경상북도의 일자리공시제 종합대책을 분석한 결과 민선 5기 임기동안 일자리창출 목표는 224,025명으로 타 광역지자체보다 다소 높게 제시되었으나 미스매치해소와 직업훈련의 목표치는 과소하게 제시되었다. 2010년 시작된 지역 일자리공시제는 성공적으로 정착되고 있는 것으로나 평가되나 일자리 개념이 시군별로 동일하게 적용되지 못하였고, 경북도와 시군의 일자리목표가 협의 조정되지 않았으며, 인사이동으로 담당공무원의 전문지식 축적에 어려움이 있는 등 여러 가지 한계점을 노정하였다. 이러한 문제에 대응하기 위해 단체장의 관심과 지원을 도출해야하고 담당부서의 권한을 강화하고 전략적 기획능력을 제고할 필요가 있고, 경북도 수준에서 시군의 고용HRD정책을 통합적으로 협의 조정할 기구의 필요성이 제기되었다. 또한 일자리개념을 명확히 정의해야 하며 지역 고용거버넌스를 구축해야 하는 과제를 제시하였다.
