2001년부터 한・중・일의 환황해지역에 있어서의 경제교류확대를 통해 3국간 무역・투자・산업기술협력의 증진을 도모하고, 환황해권 나아가서는 동북아시아 자유무역권 구상의 기반을 구축하는데 그 목적으로 환황해 경제・기술교류회의가 추진되고 있다. 그동안 국제교류는 지속적인 증가 현상을 보이고 있으나 양적인 팽창에 비해 성과도출, 사후관리, 교류지역의 미스매칭, 사업주체 등 실질적인 활성화를 위해서 노력해야 하는 문제점이 지적되고 있다. 이 연구에서는 한・중・일 3국간 경제기술협력을 위하여 정기적인 협력채널을 구축을 위하여 시작된 환황해 경제・기술교류회의를 중심으로 국제교류에서 제기되는 문제점을 살펴보고 국제교류협력사업에 따른 지역활성화방안에 대하여 살펴보았다. 현황과 평가를 위하여 그동안 추진되어온 환황해 경제・기술교류회의의 참여주체인 지자체 및 지역 기업의 수요조사(설문조사)를 실시하였다.
