The purpose of the study is to estimate the efficiency scores of manufacturing firms in 16 cities and guns(districts) of Chungnam by CCR and BCC models of DEA(Data Envelopment Analysis), and Malmquist productivity index in 2001-2009. This paper also investigates the convergence of those estimated efficiency and productivity index for all cities and guns. We have found the followings: (1) In efficiency analysis, Seosan-si, Asan-si, Buyeo-gun, and Taean-gun had highest average scores, while Keumsan-gun and Dangjin-gun showed lowest average scores. (2) In productivity analysis, the estimated Malmquist productivity index illustrates that it increased for every cities and guns except Buyeo-gun. Especially, Boryeong-si and Seosan-si showed a two-digit growth. (3) In and -convergence analysis, we could not find any convergence in both efficiency and productivity among the cities and guns. Furthermore, there exists a divergence in technical change effect and productivity. This paper may provide a policy issue for the Chungnam province to put more effort on changing their production methods and management. Increasing efficiency of R&D investment and benchmarking other provinces in technological innovation can be another suggestion.

본 논문의 목표는 첫째로, DEA(Data Envelopment Analysis, 자료포락분석)의 측정방법인 CCR과 BCC 모형을 이용하여 2001년부터 2009년까지 충청남도를 7개의 시와 9개의 군으로 나누어 제조업의 효율성을 측정하고, Malmquist 생산성지수로 생산성을 측정하는 것이다. 둘째로, 이 16개 시․군의 효율성과 생산성이 수렴하는지 분석한다. 실증분석의 결과 (1) 효율성 분석에 있어서는 서산시, 아산시, 부여군, 태안군 등이 가장 높았고, 금산군, 당진군 등의 효율성이 가장 낮았다. (2) 생산성 분석에 있어서는 같은 기간 동안에 부여군을 제외한 모든 시․군의 생산성이 증가하였고 보령시와 서산시의 수치는 두 자리 숫자로 나타났다. (3) 수렴성 분석에 있어서는 변수의 성장률이 초기값에 대응하는 정도를 나타내는 -수렴성과 변수의 표준편차의 증감을 나타내는 -수렴성의 분석 결과, 충남도 16개 시․군의 효율성과 생산성은 수렴하지 않았고, 오히려 기술혁신에 의한 기술변화와 생산성 수치 등은 발산하여 양극화하는 형태를 보였다. 따라서, 본 논문의 실증분석의 결과는 충남도에서 효율성과 생산성이 낮은 시․군들에게 효율성과 생산성이 높은 지방의 생산방법, 경영방식, R&D 투자 효율성 제고 및 산업에 있어서의 기술혁신의 방법 등을 벤치마킹할 것을 제안한다.
