The purpose of this research is to verify the characteristics of design policies and organizations of related ministry of government and to deduce the directions of design administrative organization in Chungcheongnam-do. We surveyed the several references and research results and analyzed the title name of 'Do' organizations. And we had a questionnaire on the proper urban and public design policy and organization in local governments. The results of this study are as follows ; First, there are overlapping of business areas in design in the ministry of government, and local governments have difficulties to match their projects and policies with the ministry of government. Second, we found that 'City' has more active organization than 'Do' and 'Gun'. Third, the installation ratio of design organization in Chungcheongnam-do is low, and the officers in charge of design business in local government suggest the inconsistence of department location in organization and have difficulties communicate with design business related department.. As a result, design administrative organization of Chungcheongnam-do need to correspond to various type of central ministries, and suggests organization which is 'expert-administration compromise' type that can support professionalism in design and have good negotiation skills with related departments.

이 연구는 중앙 정부 및 지자체의 디자인 정책과 조직의 특성 분석을 통하여 충청남도의 디자인 행정 조직의 구성 방향을 제시하는데 그 목적이 있다. 선행 연구와 자료 및 지자체의 디자인 부서의 명칭과 업무로 부서 성격을 분석하였다. 또한 관련 공무원을 대상으로 디자인 관련 사업 및 조직현황에 대한 인식을 조사하였다. 연구 결과, 첫째, 중앙정부의 여러 디자인 사업 영역이 중복되고 있어 지자체에서 중앙정부의 사업과 정책에 맞추기 어려운 것으로 나타났다. 둘째, 광역 시나 시가 광역 도나 군에 비해 조직이 활성화 되고 있음을 알 수 있다. 셋째, 충청남도의 디자인 조직 설치율은 낮게 나타났으며, 지자체의 디자인 담당 공무원은 부서 위치의 부적합성과 다른 부서와의 소통이 어려운 점을 제시하고 있다. 이상의 결과 충청남도의 디자인 행정 조직은 다양한 형태의 중앙 부처와의 대응이 요구되며, 디자인 전문성을 지원하며 관련부서와의 협의가 원활하게 이루어낼 수 있는 전문가-행정절충형 형태의 조직 구성이 제기 된다.
