This study examines the process of realizing governance as a constructive sequence model through making com mon decision-making which satisfies lots of interests as Seoul City. The purpose of this study is to confirm the process for realizing gonvernance as a constructive seque nce model through a case study : local public administrati on realize not a ruling system by one side logic in the past but a constructive sequence model for win-win among lots of people who are related with a policy. The scope of this study is DDP(Dongdaemun Design Plaza) construction project. The process of this study as follows : 1) I analyze the implication which is participated in decision making this project for participants as policy network 2) I find a way to solvefuture plan for realizing the governance as a contructive sequence through literature review realated with Seoul Metropolitan survey and public officers' interview survey. 3) I propose the constructive seuquence model through extracting the governace characteristics to solve conflict in the course of decision-making. In other words, this study highlights successful governance model leading to the policy-behavior for coexistence and coopertation by syste matizing common purpose management of interests relat ed with a project.

본 연구는 정책행위자인 서울시가 여러 이해관계자들을 정책 결정에 참여하게 하면서 다자의 이해를 충족시키는 공 동의사결정을 통하여 도시 내 상생모델로서의 거버넌스를 실 현하는 과정에 대한 연구이다. 따라서, 본 연구의 목적은 정 책의 기대효과를 달성하는 일련의 과정을 일컫는 ‘거버넌스’ 를 실제로 구현한 사례 연구를 통하여 지방행정이 제로섬의 형태로 가치 편중을 야기하거나 일방논리에 의해 희생을 강 요하던 과거의 ‘통치(Ruling)’ 체제를 벗어나 도시 상생적 모델로서 자리 잡아 나가는 과정을 확인하는 것이다. 본 연구의 범위는 동대문디자인플라자(Dongdaemun Design Plaza: DDP) 건립 프로젝트이다. 본 연구의 방법은 다음과 같다. 우선, 서울시가 도시 내 상생 모델로서의 거버넌스 실현을 위해 프로젝트 관련 이해 관계자를 정책 네트워크 주체로서 정책결정에 참여하게 된 시사점을 분석한다. 둘째, 시사점을 통한 상생 모델로서의 거버넌스 실현을 위한 향후 발전방향을 모색하기 위해 서울시 자료 및 문헌을 분석하고 프로젝트 담당자의 인터뷰를 실시한다. 마지막으로, DDP 건립 프로젝 트 건립 과정에서의 이해관계자의 갈등 해결 과정의 거버넌 스적 특징을 추출하여 도시 내 상생 모델을 제안한다. 즉, 본 연구에서는 DDP 건립 사례를 중심으로 프로젝트 의 이해관계자들의 공동 목표 관리를 체계화하여 도시 내 서 로 공존하고 협력할 수 있는 정책 행위를 이끌어내는 성공적 거버넌스 모델 형성의 사례를 보여준다.
