There are a variety of hindrance factors to the development of Korean local government system. Among these, the most important and serious factor in present situation is the relation between central government and local government. This paper is on the institutional (law) problems structuring the relation between central and local government and on the behaviour problems which are exposed in the interactions between capital and local people. The institutional problems covered the following four fields. i) the problems of the local government law which regulate all the local governments uniformly, ii) the excessive centralization problems on central government, iii) administration function problems disproportionated to central government, iv) overcontrolling problems of central government to local government. The behavioral problems covered the following three fields. i) the problems on prejudiced and overweening attitudes of central government, ii) distorted and biased attitudes of the mass media and NGO in capital area, iii) weak attitudes of local governments and regional societies to central government and capital area. Finally this paper suggested several alternatives to remedy and cure these problems.

지방자치발전을 저해하는 요인들은 매우 많다. 그 중에서도 현재 가장 중요하고도 심각한 것은 ｢중앙정부와 지방정부의 관계｣이다. 중앙과 지방의 관계를 규정하는 제도적 문제와 수도주민과 지방사람들 간의 관계에서 나타나는 행태적 문제를 중심으로 그 실태를 파악하고 개혁과제를 탐색하였다. 우선 제도적 문제로는 i) 전국을 획일적으로 통제하고 있는 지방자치법의 문제, ii) 과도하게 중앙에 집중된 중앙집권적의 문제, iii) 중앙정부에 편중된 행정기능의 문제, iv) 지방정부에 대한 중앙정부의 과잉통제문제 등 크게 4가지 영역으로 나누어 검토하였다. 다음으로 행태적 문제는 i) 중앙정부의 지방정부에 대한 편견과 오만문제, ii) 수도권중심 언론기관과 시민단체의 지방자치에 대한 왜곡과 편견. iii) 중앙정부와 수도권에 나약한 지방정부와 지역사회의 문제를 검토하였다. 그리고 제4장에서는 이러한 문제점들을 개선할 수 있는 대안으로서의 개혁과제들을 제시하였다.
