Many public sector project through government agencies are being ordered. This public sector project have been evaluated on technology valuation that limited finance and number of output. In this paper focuses on non-financial information, the group's satisfaction and the project process. Using the BSC(Balanced Scorecard) perspectives and the PDCA (Plan-do-Check-Act) model, the research model and hypotheses were set up. BSC framework has the advantage in evaluation the effectiveness of public project not only from the internal and external, finance and non-finance viewpoint but also from the perspectives of project technology' present and future. This study divided inner part of project perspective, innovation-technical development perspective, the researcher perspective, finance perspective. And inner part of project perspective divided stage of plan and do-act-check. The results of empirical analysis, Stage for plan needs to understand about target of project between participants and agent. Stage of do-act-check needs to improvement of project process, adjustment of a goal and than among the participants about the need to understand project status. Participants' high satisfaction with efficient project process showed to result the short term financial performance.

정부기관을 통해 수 많은 공공부문 프로젝트가 발주되어 진행되고 있다. 이러한 공공부분 프로젝트 경우 기술가치 평가가 대부분 이루어지고 있다. 그러나 공공부문 프로젝트의 기술적 성과가 장기간 이후에 나타나는 것이 많고, 기술가치 평가 이외에도 공공부문 프로젝트 수행과정에서 효율성, 내부참여자 만족도 등의 평가도 매우 중요한데 간과되어 지고 있다. 본 논문은 이러한 공공부문 프로젝트 수행과정의 효율성을 측정하기 위한 모형개발에 목적을 두고 있다. BSC관점과 PDCA모형을 이용하여 실제 공공부분 프로젝트 수행 시 책임연구자가 고려할 점, 수행 후 프로젝트 수행과 관련된 내부 성과를 측정할 수 있는 연구모형과 실제 공공부분 프로젝트 참여자를 대상으로 자료를 수집하여 실증분석하였다. BSC 관점을 공공부분 프로젝트에 적합하게 사업단 내부관점, 연구참여자 관점, 혁신 기술개발관점, 재무적/정량적 관점으로 구분하였고, 사업단 내부관점의 경우 계획 단계와 실행 환류단계로 구분하여 실제 프로젝트 수행 시 고려해야할 프로세스를 제시하였다. 연구결과 계획단계에서는 프로젝트 목표에 대한 공유가 필요하며, 실행 환류단계에서는 상황에 따른 연구책임자들의 업무개선, 수정 등이 필요함을 알 수 있었다. 이러한 사업단 내부관점의 프로세스는 사업단 참여자의 만족도를 높이고 기술개발향상에 영향을 주었다.
