In this study, standards and systems regarding certification for a social enterprise are reviewed and verified in an effort to contribute to reasonable management and settlement of certification systems on social enterprise. Theoretical reviews based on domestic documentary records about social enterprise and surveys targeting members in pre-social and social enterprise were adopted to achieve a goal of this study. The surveys were conducted in a method of distribute and collect questionnaires aimed at participants of pre-social and social enterprise members' joint training. For the analysis methods, frequency analysis and descriptive statistic analysis were used to conduct an elementary analysis. As a tool of analysis for hypothesis verification, variance analysis and expost facto investigation were conducted to examine the participants' differential views. Kruskal-Wallis Test was also used to analyze the ranking by importance. The results of this study are as follows First, as a result of the difference verifications by demographic factors of the social enterprise members about degree of relevance recognition on eight different kinds of certification requirements with Social Enterprise Promotion Act, according to the establishment year, there was no distinct difference except “Having incorporation organization” and “Getting ready for articles of association by law.” Also, according to the training experience, only when “A total income should be more than 30% of total labor expenses” and “Contributing more than two-thirds of profit from a profit-making to the social enterprise or the fund for the public interest” showed some differences. According to the business field, in addition, there is not any difference among social enterprise members about all certification requirements. Second, as a result of the difference verifications by demographic factors of the social enterprise members about ranking by importance recognition on eight different kinds of certification requirements with Social Enterprise Promotion Act, there was statistically not a big difference of recognition about importance ranking on certification requirements by establishment year. Also, a standard for carrying out social goals among certification requirements was ranked all first, and it shows its importance as a certification requirement for all groups divided by establishment year. In an importance ranking on certification requirements according to the degree of training experience, there was no significant difference in the statistics. In the case of a standard for carrying out social goals among certification requirements, it ranked high position in all groups experienced training session. Therefore, it reveals that all enterprises which have experience of training session recognize its significance as requirements for the certification.

본 연구에서는 사회적 기업 인증제도와 관련한 기준 및 시스템을 검토하고, 이들 기준과 시스템이 적절한가를 검증하여 사회적 기업 인증제도의 합리적 운영과 정착에 기여하고자 한다. 본 연구의 목적을 달성하기 위하여 사회적기업에 대한 국내 문헌자료를 바탕으로 한 이론적 검토 및 사회적기업과 예비사회적기업의 종사자들을 대상으로 한 설문조사 방법을 채택하였다. 기초분석을 위하여 빈도분석 및 기술통계 분석을 실시하였으며, 가설검증을 위하여 분산분석 및 사후검증을 실시하였다. 또한 중요도 순위 분석을 위하여 크루스칼 윌리스 분석을 실시하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 사회적기업육성법상의 8가지 인증요건에 대한 사회적기업 종사자들의 적절성 정도 인식에 있어서 사회적기업 종사자들의 인구통계적 요인에 따른 차이여부를 검증한 결과, 설립연도에 있어서 ‘법인격 있는 조직을 갖출 것’ 및 ‘법에서 정하는 내용의 정관을 갖출 것’ 요건이외에는 유의적 차이를 보이지 않았다. 또한, 사회적기업 종사자들의 연수경험 정도에 따라서는 ‘총수입이 총노무비의 30% 이상일 것’ 및 ‘영리조직은 이윤의 2/3 이상 사회적기업 또는 공익기금 기부’ 요건의 경우에만 유의적 차이를 보였다. 그리고 사회적기업 종사자들의 사업분야에 따른 분석에 의하면 모든 인증요건에 대한 인식에 있어서 유의적 차이를 보이지 않았다. 둘째, 사회적기업육성법상의 8가지 인증요건에 대하여 사회적기업 종사자들의 중요성 순위 인식에 대한 차이여부를 검증한 결과, 사회적기업의 설립연도기준에 따르면 인증요건에 대한 중요성 순위 인식은 통계적으로 유의한 차이가 나타나지 않았다. 또한, 인증요건 중 사회적 목적 실현을 위한 기준은 모든 설립연도별로 1위인 것으로 나타나 설립연도에 관계없이 사회적기업 종사자들이 중요한 인증요건으로 인식하고 있음을 알 수 있다. 사회적기업 종사자들의 연수경험정도에 따른 인증요건에 대한 중요성 순위에 대한 차이는 통계적으로 유의한 차이가 나타나지 않았다. 인증요건 중에서 사회적 목적 실현을 위한 기준의 경우 연수경험 모든 집단에서 순위 인식 정도가 높은 것으로 나타나 연수경험을 했던 모든 기업에서 인증요건으로 중요하게 인식하고 있다는 것을 알 수 있다. 사회적기업 종사자들의 사업분야에 따른 인증요건에 대한 중요성 순위에 대한 차이는 ‘법인격 있는 조직을 갖출 것’, ‘법에서 정하는 내용 반영된 정관을 갖출 것’의 기준에서 유의적 차이를 보이고 있었다.
