In this article, I would like to explain correctional welfare public service policy about special prisoners which in cludes criminals under sentence of death, female prisoners juvenile prisoners, aged prisoners which has been made light of for a long time in the korean correctional public service production history owing to the path-dependence theory inclusive of the principle of standardization of correctional welfare public service production. Therefore in the first, I explain correctional statistics and features about special prisoners inclusive of female prisoners and aged prisoners and so on. Secondly, I explain the existing correction welfare law against my insistence of correctional welfare public service prodution and assert the problem about the existing correction welfare law. Finally, I presented distinctly the desirable correctional welfare public service production inclusive of the desirable correctional public policy about special prisoners through path-breaking theory of correctional welfare public service policy. Therefore, from what has been asserted above, it seems reasonable to conclude that the correctional welfare public policy of special prisoners should have value-orientation with social welfare paradigm.

교정복지란 원칙적으로는 사회복지 방법론을 통해 클라이언트인 범죄자에 대해 교정공공재를 독점 또는 경쟁방식으로 생산하는 것을 말한다. 이러한 교정복지 생산함수는 클라이언트의 특성에 따라 다르게 나타고 이에 의해 생산함수상의 탄력성이나 변곡점도 다양하게 나타나는데 대개 교정복지의 일반적인 생산대상의 수용자들은 비슷한 교정복지 생산함수를 가진다. 그러므로 이들에 대한 교정복지 처우는 획일성을 어느 정도 띠게 되지만 사형수, 여성 수용자, 노인 수용자, 소년 수용자 등은 소위 관리 대상자로서 이들은 그 특성에 의해 교정복지 수요탄력성이나 변곡점 등이 상이한 특징들을 가지므로 이러한 특성을 알고 교정복지사는 클라이언트들에게 개입하여 교정복지를 생산해야 함에도 현행 교정 관련법령이나 교정실무에서는 이러한 차별적인 교정복지 처우를 행하지 않고 신체적 특징과 형기의 외형적 특징에 따른 처우를 하는 실정이다. 이러한 교정공공재 생산은 오래전부터 이어온 경로 의존적이여서 적절한 교정복지 생산을 저해하고 있다. 따라서 여기에서는 관리대상 수용자들의 교정통계와 특징을 살펴보고 관리대상 수용자들에게 행해지는 교정복지 처우의 내용과 문제점들을 살펴본 뒤에 그 대안을 교정복지 거시론적 측면과 교정복지 미시론적 측면으로 나누어 언급하고자 한다.
