With the growth of national competitiveness, the Republic of Korea has hosted a various international events, and IAAF World Championships will be held in Daegu which will bring an international attention. For This international event to be held securely, it is needed an efforts of the police who take charge of the welfare and safety for the public. The Republic of Korea has already successfully held a variety of international events. In this connection, IAAF World Championships Daegu 2011 will be held successfully. The significance of the safety cannot be overemphasized. The matter of safety should take precedence over the others. Therefore, this study presented the results as follows: First, It is needed to build not only a pre-event safety management but also a permanent support system. For the successful hosting of international events, it is important that not only the ability to cope with the scene but also removal of hazards. Second, We should establish a protective safety measures system for the VIP who will participate in the events. Third, for the smooth progress of events we should establish a transportation system. The preventive measures against terrorism should be securely taken. And most important thing is that the event hall transportation should be administered systemically. Fourth, the early response to response an illegal public gathering is needed. For this purpose, it is needed to be collected an intelligence of the relevant organizations At the same time, cooperative system between police and citizens is required. Fifth, Police and private security together with local residents should work closely to protect the safety of the region to compensate for the mobilization of police. The police, with the support of such measures, to prevent human rights violations is necessary. Especially, private security are responsible for IAAF World Championships in Daegu, so there are some problems can occur such as human rights violations. Therefore, the police role is important between private security and the residents.

최근 우리나라는 국가경쟁력이 성장함에 따라서 다양한 국제행사를 개최하고 있으며, 2011년 8월 27일부터 9월 4일까지 대구에서 세계의 이목이 집중되는 ‘세계육상선수권대회’가 개최된다. 이러한 국제행사를 안전하게 개최하기 위해서는 공공의 안녕에 관한 책임을 담당하는 경찰의 다각적인 노력이 필요하다. 우리나라는 이미 다양한 국제행사를 성공적으로 치룬 경험이 있기에 이번 대구세계육상선수권대회도 성공적으로 치를 수 있는 역량은 축적되어 있다. 그러나 안전이라는 것은 아무리 강조해도 지나침이 없으며, 최선의 노력을 기울여도 자신할 수 없는 것이 안전일 것이다. 따라서 이 연구는 국제행사를 성공적으로 개최하기 위해서 경찰의 지원방안을 다음과 같이 제시하였다. 첫째, 사전안전관리를 물론이고 상설행사지원 시스템을 구축할 필요성이 있다. 국제행사의 성공적 개최는 현장대처능력 뿐 만 아니라 그에 앞서 사전 위해요소의 제거가 중요하기 때문이다. 둘째, 행사에 참여하는 요인에 대한 체계적인 경호안전대책을 수립하여야 한다. 셋째, 행사의 원활한 진행을 위해 신속한 이동체계를 확립하고 테러방지 대책을 수립하여야 한다. 무엇보다 국제행사가 원활하고 안전하게 진행이 되기 위해서는 행사장 주변의 교통이 체계적으로 관리되어야 할 것이다. 넷째, 불법집회시위에 대한 조기 대응이 필요하다. 이를 위해서는 시민의 협조와 더불어 유관기관의 첩보를 다각적으로 수집하여야 할 것으로 본다. 다섯째, 경찰동원으로 인한 치안공백에 대비하여 경찰과 민간경비, 그리고 지역주민의 협력체제를 구축할 필요성이 있다. 국제행사에 있어서는 경찰의 안전지원방안도 중요하지만 간과할 수 없는 것이 국민의 자유와 권리와 같은 인권의 보호이다. 특히 이번 세계육상선수권대회는 민간경비 주도로 이루어지는 국제행사이기에 인권침해 소지가 발생할 여지가 많다. 따라서 경찰은 사전에 행사담당 민간경비와 교류하고 체계적으로 정보를 소통하는 것은 물론 국민의 인권이 침해받지 않는 범위내에서 안전하게 행사를 치룰 수 있도록 지원하여야 할 것이다.
