Most North Korean defectors said that economic systems of North Korea such as extreme poverty and hunger was the first reason than belief in liberal democracy. The government makes lot of efforts on settlement services, however, most North Korean defectors in South Korea have difficulties settling in South Korea. In the other words, the North Korean defectors get involved in crime and leave destitute from cultural differences and economy problems with earlier entry family, relatives, NGO and brokers. There are some settlement service programs for North Korean defectors, the effectiveness of them are being questioned. The purpose of this study is to address the issues and settlement present condition of North Korean defectors. The following are the settlement services for North Korean defectors: 1. improve social adjustment educational programs 2. concern about vocational education and promote social enterprise 3. provide institutional strategy to support them 4. resolve protection problems Above all, the most important thing is the total support system. Lastly, preservation polices use their abilities to improve protection and observation trends problems for North Korean defectors so that these may not be national security problems.

대부분의 북한이탈주민들은 주요 탈북 동기로는 북한 통치체제에 대한 정치적․사상적 불만이나 자유민주주의 체제에 대한 신념보다는 굶주림과 생활의 빈곤 등 생존과 직결된 경제적 문제를 주요 배경으로 하고 있다. 우리 정부는 정부차원에서 이들 북한이탈주민들에 대한 정착지원을 통하여 많은 노력을 기울이고 있으나, 대부분의 북한이탈주민들은 남한사회 적응과정에서 많은 어려움을 겪고 있다. 즉, 먼저 국내에 입국한 가족이나 친지, NGO단체, 브로커의 도움 등이 복합적으로 작용하여 입국한 이후, 남한 사회에서의 정착과정에서 성장 과정과 문화적 이질감 및 경제적 어려움 등으로 사회 적응의 실패로 인한 각종 범죄에 연루되거나, 극빈층으로의 전락 등 많은 문제가 발생하고 있다. 북한이탈주민이 성공적으로 남한사회에 정착할 수 있도록 제도적으로는 북한이탈주민들을 지원하는 프로그램이 구비되어 있지만 현실적으로는 부실하게 운용되고 있는 바, 본 연구에서는 북한이탈주민의 정착현황과 정착지원제도를 살펴보고 북한이탈주민의 애로사항과 이를 극복하기 위한 정착방안을 제시하면 다음과 같다. 첫째, 사회적응 교육 및 프로그램 개선, 둘째, 경제지원과 사회적 기업 육성, 셋째, 사회보장적 차원의 지원정책 개선, 넷째, 신변보호관련 문제점 개선 등이다. 무엇보다 이들을 통합하는 종합지원체계가 필요하다. 또한 보안경찰은 북한이탈주민에 대한 신변안전관리와 동향관찰의 어려움 해소와 뿐만 아니라 신변보호 지침을 개선하는 등 보안경찰의 역량을 집중하여 국가안보의 불안요소로 자리 잡지 않도록 해야 할 것이다.
