Assistant Professor, Dep. of Arts & Cultural Management, Graduate School of Business Administration, Kyunghee University Director, Center for Arts & Cultural Management, Kyunghee University This study discusses socio-cultural agenda of "Les Halles de Schaerbeek" in Brussels, Belgium, in aspect of local community and the concept of 'voisins'(neighbors). In fact, "Les Halles de Schaerbeek" is regarded as the representative example of cultural spaces converted from abandoned industrial facilities in 1970s. In this process, it remains crucial reference with making intervention and participation of culture to fit in local condition, by including immigrants suffering from immigration and deportation into neighbors. And also it is engaged with the approach of 'Interculturalism' and connected to renewing social relationship of arts and the relationship between arts and public. Therefore, all of the programs set up public as 'actor' so that practice cultural democracy for political aims. After all, "Les Halles de Schaerbeek" is become an important model in terms of making itself autonomous in the context of local community and public which is cultural spaces should pursue in the 21st century.

본 논문은 벨기에 브뤼셀에 소재한 레 알 드 샤에벡의 사회문화적 활동을 지역과 ‘이웃’(voisins)이라는 개념에 근거하여 살펴본 것이다. 실제로 레 알은 폐 산업시설을 활용한 문화예술공간의 역사를 만들어간 대표적 사례로 간주되고 있다. 그 가운데 이민과 추방 등의 질곡을 겪는 이주민을 ‘이웃’에 포함함으로써 지역사회의 특성에 맞게 문화예술의 개입과 참여를 주도해간 점은 매우 중요한 참조사항이 된다. 이는 다시 상호문화주의적 접근과 맞물려 예술의 사회적 관계, 그리고 예술과 대중과의 관계를 새롭게 정립하는 것으로 이어진다, 궁극적으로 모든 프로그램은 대중을 능동적 ‘행위자’(actor)로 설정함으로써 문화민주주의를 정책적 지향점으로 실현하고 있다. 결국 레 알은 21세기 문화예술공간이 지향하게 될 지역과 대중의 맥락을 주체적 개념으로 만들어간다는 점에서 중요한 모델이 될 것이다.
