This study reviewed budget implement and explored the alternatives in disaster management. Specifically, allotment priority and the reason of carrying over and disuse are explored. Suggestions were presented in the perspective of rational allotting, resource securing and rational implement.
Through these procedures, implement system network between central and regional governments is emphasized. Rational planning is important and fiscal discipline should be established. And policy coordination and comprehensive allotting should be strengthened.
