The priority of the budget that is alloted in disaster management would go to rear because the character of that budget is preventive one that is not visible and not emergent. But this trend should be changed. We should draw solutions for effective use of this money and regional government should make plans specifically. Second, there should be more re search for this subject and the role of the higher level institutions should be strengthened.
Realistic alternatives are needed with considering financial independence of the regional governments.
