As we can see through a lot of disaster cases, disaster damage is approaching the serious level nationally and socially and enormous casualties and a property loss by large-scale unexpected disaster accident are approaching almost level as serious as a calamity. Therefore, a new approach for disaster management is required to secure safety in advance and to cope with happened disasters immediately.
To achieve the purpose, it is required to construct institutional devices or systems in which all social members as well as the existing administrative organ can participate. Disaster management by only public sector is not effective and also has a limit.
Only all social members’ cooperation can supplement the limit.
Of course, in disaster management, a fundamental improvement and change in social members’-recognition are required to strengthen cooperation with the external organization as well as the internal organization’s cooperation not matter whether it is public sector and private sector.

재난에 대한 피해는 여러 재난사례에서 볼 수 있듯이 국가․사회적으로는 우려할 만한 수준에 도달해 있고, 예측 없이 발생되는 대형 재난사고에 막대한 인명과 재산의 피해․손실이 거의 재앙적 수준으로 가고 있다. 때문에 사전에 안전을 확보하기 위한 노력은 물론 발생한 재난에 즉각적으로 대응하는 재난관리의 새로운 접근이 필요하다.
기존의 행정기관 중심에서 사회 전 구성원이 참여할 수 있는 제도적 장치나 시스템의 구축이 필요하다.
효과적인 재난관리를 위해서 공공부문만으로는 한계가 있다. 이를 보완할 수 있는 것이 전 사회 구성원간시민 보호를 위한 세계 재해구호 거버넌스와 재난관리 협력 체계의 협력이라 할 수 있다.
물론 재난관리에 있어서는 공공부문 민간부문을 막론하고 조직 내부적인 협력은 물론 외부조직과의 협력을 강화 시킬 수 있는 근본적인 개선과 구성원들의 인식전환이 필요하다.
