In modern society, the natural disaster damage is increasing with unusual weather conditions such as global warming. Many disaster victims in the disaster spot suffered from the heavy damages and lots of people have donated contributions to help them. The donations is one of the major disaster relief resources and its aim is the relief of disaster victims.
In these conditions, this paper aims to improve the allocation of the disaster relief donation fund. To achieve our aims, we analyzed the present disaster relief donation management system in a legal, institutional aspect and social demographical characteristics of the victims in Korea. And we compared the disaster relief donations fund management system, especially collecting and allocating the contributions for the victims, among the U.S.A., Japan, and Korea.
In conclusion, this research suggests the improvements of the disaster relief donations management system such as establishing the rational standard for the allocation of disaster relief donation, supporting a efficient program for victims, ensuring the feasibility of the donation fund to prepare for the disaster, ensuring the credibility in allowance of the disaster relief donation fund, operating schemes of th board for the allocation of disaster relief donation fund.

현대 사회에서는 지구 온난화 등으로 인한 기상 이변 현상에 의해 자연재난으로 인한 피해의 규모가 대형화하고 있다. 극심한 재난피해에 따라 많은 이재민들이 어려움을 겪고 있으며, 이에 많은 사람들이 이재민을 돕기 위해 의연금을 내고 있다. 이러한 의연금은 이재민을 구호하기 위한 주요 재원 중 하나로서 재난피해로 인하여 생활의 보금자리를 잃어버리고 깊은 실의에 잠겨있는 이재민들을 구호하는데 있다.
이러한 배경하에서, 이 논문의 목적은 재해의연금 배분의 효율화이며, 이를 위해 법적․제도적 측면의 현행 재해의연금제도와 이재민들의 사회인구학적 특성을 분석하였다. 특히, 미국, 일본, 그리고 우리나라의 재해의연금 모금 및 배분체계를 비교분석하였다.
이 연구에서는 재해의연금의 효율적인 배분을 위한 효율화 방안으로서 재해의연금 배분의 합리적 기준 설정, 이재민을 위한 직․간접적 사업 지원, 재난에 대비하기 위한 의연금의 타당성 및 보유 방안, 의연금 지원에 대한 공신력 확보 방안 등을 제시하고 있다.
