Hazards in the usual life are inevitable in modern societies and there is no doubt that safety accidents are intriguing social phenomena in developing countries. Korean people, so far, has experienced lots of natural disasters including mostly damage from a typhoon, flood, drought, and cold-weather damage, rather than man-made disasters, such as conflagration, collapse, submersion, crash, etc.
Accordingly, crisis and emergency management policy of Korea has traditionally focused on the natural disasters. Since 1990s, however, lots of hazards threatening the usual life's safety, especially disadvantaged consumers' safety, has frequently occurred, leaving the dead and the injured in its wake. So, this paper analyzed and suggested the hazard management strategy for the disadvantaged consumers' safety including the children and the aged.

일상생활에서의 위해는 현대사회에서 필수적인 것으로 나타나고 있고 안전사고야말로 발전도상국의 사회적 현상이라는 점은 의심의 여지가 없다. 지금까지 한국 국민들은 대형화재, 붕괴, 침몰, 추락 등과 같은 인적재난보다 태풍, 홍수, 가뭄 등으로부터 많은 피해를 입은 자연재난을 수없이 경험해 왔다. 따라서 한국위기관리 정책은 전통적으로 자연재난에 초점을 두어왔다. 그러나 1990년대 이후로 일상생활의 안전, 특히 취약소비자 안전을 위협하는 수많은 위해가 빈번하게 발생해 왔다. 따라서 이 논문에서는 어린이와 노인을 포함하는 취약소비자 안전을 위한 위해관리 전략을 분석하고 제시하였다.
