This paper tries to discuss the necessity for education and training of disaster volunteers. The domestic and international cases are reviewed and some suggestions regarding the disaster volunteers education and training system are given.
The establishment of the association of the existing agencies and groups by which the participants coordinate and draw cooperations among their efforts in order to maximize the timeliness, effectiveness, and accountability of the disaster management. It helps to resolve the problems of disaster management and relief that have occurred repeatedly and to systemize the activities in preparation of the disasters. The disaster management activities are to coordinated into this associational network. The network enables the integrative eduaction and training of the disaster volunteers.
The standardized curriculum of the disaster volunteer education and training is essential. The
existing curricula are integrated in to this standardized systems. In raising the volunteers, the development and the use of the universal curriculum is desirable.
The repository of the information and the knowledge is necessary in identifying and training
the volunteers. In case of professional volunteers, the establishment of the database on the expertise area is unnegotiable in order to utilize when the disaster occurs.
Training and rearing the professional trainers of the disaster volunteers is necessary. While there are some training and education courses in the existing agencies and civic groups, the level of the professionality of lecturers are varied. The disaster volunteer training is, in its own characteristic, carried out by the trainers of expertise and experiences in the concerning area.
The most significant meaning of the disaster volunteers education is that it makes the community-based networks of voluntary disaster management systems. Therefore, there are needs for the public education programs for the community members as well as volunteers. Public education may be delivered by TV, radio, and internet.

이 글은 재난관련 자원봉사자의 개념을 살펴보고, 재난 자원봉사자 양성 및 교육의 필요성을 논의하고자 하고자 시도되었다. 자원봉사자 교육체계를 국내외의 사례를 중심으로 살펴보고, 우리나의 재난 자원봉사 교육체계 구축을 위한 제언을 하였다.
재난관리의 신속성, 효과성 및 책임성을 극대화하기 위해서는 기존의 조직들의 활동을 조정하고 협력을 이끌어 낼 수 있는 협의체를 설립하는 것이 반드시 필요하다. 이는 과거 반복적으로 발생한 재난 시의 관리 및 구호과정에서 발생한 많은 문제들을 해결하고, 향후 언제 발생할지 모르는 재난에 대비하여 구호활동을 사회적으로 체계화한다는 의미가 있다. 따라서 민간부문의 재난관리 활동은 이 협의체를 중심으로 활동체계를 구성하는 것이 바람직하다.
재난 관리에 있어 민간부문의 네트워크가 실질적으로 구축되면, 이러한 네트워크 내에서 재난 자원봉사자에 대한 교육과 훈련도 통합적으로 실시될 수 있을 것이다. 기존의 재난 자원봉사교육을 실시해 오는 기관이나 조직들의 활동은 그대로 인정되고, 이것을 통해 지역 내에서의 자원봉사자 교육과 훈련이 지속되어야 한다. 그러나, 네트워크 내에서 합의를 이룬 표준화된 교육과정 혹은 필수 교육과정에 따라 통합적인 교육과 훈련이 이루어져야 할 필요가 있다.
재난 자원봉사 교육을 효과적으로 실시하기 위해서 는 표준화된 교육과정의 확립이 필요하다. 현재 개별적으로 이루어지고 있는 몇몇 교육과정을 통합하고, 보편적으로 적용할 수 있는 표준 교육과정을 개발하여 자원봉사자 교육에 활용하는 것이 바람직하다.
재난 발생시 동원되어야 할 자원봉사자의 범위를 식별하고, 이에 따라 데이터베이스를 구축하는 것이시급하다. 특히, 전문자원봉사자의 경우에는 활동영역별로 구체적인 데이터를 확보하여 재난 발생시 즉각 활용 가능하도록 대비해 두는 것이 필수적이다. 전문자원봉사자의 경우에는 재난 발생 시 필요한 자원봉사 영역을 미리 파악하고, 이에 관련된 전문가 조직이나 협회 등에 자원봉사자 등록을 요청하는 방식을 활용할 수도 있을 것이다.
재난 자원봉사 교육이 현실적으로 활성화되기 위해서는 전문 강사의 육성이 필수적이다. 현재 몇몇 기관들에서 재난 자원봉사 교육이 이루어지기는 하지만, 강사의 전문성은 천차만별이라고 할 수 있다. 재난 자원봉사교육은 그 특성 상 관련 분야의 전문지식과 경험을 충분히 갖고 있는 강사에 의해 이루어져야 한다.
재난 자원봉사 교육의 가장 큰 의의는 지역사회를 중심으로 하는 자주적 재난관리 시스템을 구축하는데 있다. 따라서, 자원봉사자 뿐 아니라 일반 시민들을 대상으로 하는 대중 교육이 반드시 필요하다. 현재 TV나 라디오를 통해 비정기적으로 대피요령이나 응급처치와 관련된 홍보가 이루어지기는 하지만, 이정도로는 자주적 재난관리 시스템을 만들기 위한 대중교육의 효과가 미약할 수 밖에 없다. 따라서, 대중매체를 통한 교육을 더욱 적극적으로 실시할 필요가 있다.
