All of areas and features of modern society is fast changing. In many areas of the political process, Economy, Socially active are specialized and expanded. However, Due to the limits of possibility of government for solve the problems as public complaints about police service and distrust of public authority the issue of personal safety and it has the tendency to solve by itself. Long ago, private research institutions used to work for the individual human rights protection and safety from social crime in other country but above a service in Korea, as an errand center perform illegal activities due to lack of private research institutions which has been a lot of atrocities problems. Thus expanding private security industry and the security environment of the area to change civilians are looked forward to receive the services as well as demand for existing security services was expected of the new field. In this study, due to lack of institutions of errands prevent the expansion of tort, the limits of authority to supplement, police responding to environmental changes, the improvement of national competitiveness on changed the international community recognized the need of the social situation and country the adoption of appropriate private research institutions and private businesses to settle shall study and plan for the development proposed. Based on these results, we prospects the introduction of Private Investigation business in positive situation and introduced the affordable private research institutions to help settle maintenance of law and related legislation should be made promptly in our county.

현대 사회는 모든 영역과 기능에서 빠른 변화가 진행되면서 정치․경제․사회적 여러 분야에서 활동영역을 넓혀가고 전문화 시키고 있다. 그러나 사회변화에 따른 범죄 발생 에 대한 정부의 해결 기능의 한계로 인해 국민들의 치안서비스에 대한 불만이 급증하고 공권력에 대한 불신으로 개인의 안전과 문제를 스스로 해결하고자 하는 경향을 띄고 있 다. 민간조사업은 개인의 인권보호와 범죄로부터 안전한 치안서비스를 제공받기 위해 외 국에서는 오래전부터 민간조사제도가 활용되었지만 이와 같은 업무를 한국에서는 심부 름센터와 같은 서비스업에서 수행함으로써 관련 법률의 미비로 인한 불법행위가 만행되 고 이로 인해 많은 문제가 발생되고 있다. 이처럼 민간경비 산업의 영역확대와 시큐리티 환경의 변화는 국민으로 하여금 기존의 민간경비 서비스의 수요증가 뿐 아니라 새로운 분야의 서비스를 기대 하게 되었다. 이에 본 연구는 제도의 미비로 인한 심부름센터의 불법행위의 확대 방지, 공권력의 한계 보완, 치안환경의 변화에 대응, 변화하는 국제사회 에서 국가 경쟁력의 향상 등의 사회적 필요성을 인식하여 우리나라의 실정에 적합한 민 간조사제도를 채택하므로 민간조사업을 정착 및 발전시키기 위한 연구 방안을 제시하였 다. 이러한 연구결과를 바탕으로 민간조사업의 도입전망을 긍정적으로 살펴보고 우리나 라의 실정에 맞는 합리적인 민간조사제도를 도입 정착할 수 있도록 입법화와 관련 법률 의 제 정비가 신속히 이루어져야한다.
