Today, uncertainty have increased with complexity and diversity of social structure, as a result mankind is always exposed to risk. And fire's role has been continuous increasing in disaster management for effective response. Leadership is very important due to the nature of fire's job such as urgency, risk, expertise, and responsiveness. But, so far, methodical approach on fire chiefs leadership on organizational commitment have not much for the other area. This study examines an availability of fire chiefs leadership in enhancing the organizational commitment of members in an the organization by analyzing the effects of job-centered and employee-centered( democratic) leadership on the organizational commitment. In order to accomplish this study, we have done empirical research. As findings of this study, we recognize that the employee- centered leadership should be given to enhance the organizational commitment of the members in organization.

오늘날 우리사회는 사회구조의 복잡성과 다양화로 인해 불확실성이 증대하였고, 그 결과 인류는 늘 재난에 노출되고 있다. 그리고 이러한 재난에 대한 효율적 대응을 포함한 재난관리 전반에 있어 소방의 역할이 지속적으로 증대하고 있다. 또한 소방업무는 긴급성, 위험성, 전문성, 위기대응성 등의 특성을 가지고 있어 리더십이 더욱 중요할 수밖에 없다. 그러나 아직까지 소방서장의 리더십과 소방관의 성과, 조직몰입, 직무만족 등에 대한 체계적인 연구는 여타 분야의 연구에 비해 미비한 실정이다. 본 연구는 소방서장의 리더십이 소속 소방관의 조직몰입에 미치는 영향을 분석하였다. 분석결과, 소방서장의 리더십은 조직몰입에 정(+)의 영향력을 미치고 있었고, 특히, 민주적 리더십이 업무중심 리더십보다 소방관의 정서적, 지속적 조직몰입 모두에 더 많은 영향력을 미치고 있는 것으로 조사되었다.
