According to the basic guideline for radiation emergency response in treat category IV determined by IAEA, the paper has considered the operational scheme of on-scene command system and public protection activities against radiological emergency at mass populations area. The on-scene radiological emergency response organization is operated by central government due to centralized radioisotope control policy, and the duty distinction between on-scene emergency management center and related organizations is not obvious. it is necessary that the duties of related organizations respectively are revised to control and support an effective on-scene response of the first responder, and the related system ensuring the fund is reformed to perform their's task. And also it needs that careful concern should be paid on the communication between the first responder and the victims of calamity potentially contaminated by radioactive materials to reduce the psychological effect during the triage and decontamination. The first responder will be well trained in an educational program which incorporates revised operational scheme and drills repeatedly.

국제원자력기구의 방사선 비상 위협범주 IV에 대한 비상대응 기본지침에 근거하여, 대단위 인구밀집 도심지역에서 방사선원 운송사고, 방사능 테러 위협 등 방사선 비상 발생시 이에 대응하는 우리나라의 현장지휘체계와 시민보호 운영방안에 대해 고찰하였다. 우리나라는 중앙부처가 방사선원을 관리함에 따라 방사선 비상 현장지휘본부도 중앙부처 중심으로 구축·운영하고 있다. 그러나 초동대응팀의 현장대응활동을 조정 지원하는 현장지휘본부, 중앙부처 및 지방자치단체 간의 업무분장이 불분명하다. 따라서 관계기관 간업무분장이 재정립되어야 하며, 기관별 소관임무 수행과 예산 마련을 위한 관련제도가 보완되어야 한다. 잠재적으로 방사선 영향을 받은 시민들의 심리적인 영향을 최소화 할수 있도록 의사소통에 세심한 배려가 필요하며, 이를 위한 세부적인 운영절차를 수립해야 한다. 초동대응팀은 이들 운영절차에 의거한 반복된 교육 훈련을 통해 대응능력을 고취시켜야 한다.
