There has been a increase in the number of grandparents raising grandchildren in contemporary Korean society. However, little has been known about the comprehensive understanding of the needs of caregiving support in grandparents-grandchildren families. In order to overcome this limitation of previous study, this qualitative study aimed to investigate the needs of caregiving support in grandparents-grandchildren families, to identify the current conditions and problems of related policies, and to suggest policy tasks to improve grandparents-grandchildren families' welfare. Data were collected from in-depth interviews with 7 custodial grandmothers in urban and rural areas. Main findings were as follows: First, grandmothers reported economic needs such as living costs, educational costs, support by case management. hysical burnout, and emotional conflict surrounding the caregiving. Second, grandmothers complained of medical needs and the needs of childcare and education such as discipline, studying, emotional support. This study suggested several policy tasks to improve grandparents- grandchildren families' welfare, such as enactment of the law for supporting grandparents-grandchildren families, integrated case management, medical care system for grandparents-grandchildren families, support of housework helpers, family counseling services, and mentoring program.

저소득층 조손가족은 많은 양육부담 속에서 손자녀를 양육하고 있으나 우리나라의 정책적 지원은 매우 미흡한 실정이다. 한편, 1970년대부터 조손가족에 대한 사회적 관심이 높았던 영국은 다양한 조손가족지원정책을 시행하고 있어 우리나라에 좋은 사례를 제공하고 있다. 이에 본 질적 연구는 우리나라 저소득층 조손가족의 손자녀 양육경험과 양육지원요구를 탐색한 후 영국의 조손가족지원정책을 토대로 우리나라 조손가족에 대한 구체적인 정책적 개선방안에 대해 논하고자 수행되었다. 본 연구결과 조손가족은 생존과 직결된 생계비가 보장되지 않은 열악한 상황에서 손자녀를 양육하면서 신체적·정신적 건강의 악화, 보육과 교육의 어려움을 호소하고 있어 조손가족의 양육지원요구는 경제적 지원요구, 의료적 지원요구, 보육 및 교육 지원요구인 것으로 나타났다. 경제적 지원요구는 생계비 지원요구, 교육비 지원요구, 사례관리 지원요구였고, 의료적 지원요구는 손자녀 의료지원요구, 조부모 의료지원요구였으며, 보육 및 교육 지원요구는 보육 지원요구, 교육 지원요구, 정서적 지원요구였다. 본 연구결과를 토대로 한 정책적 개선방안은 다음과 같다. 첫째, 우선적으로는 저소득층 조손가족의 경제적 지원요구에 부응하는 독자적인 법령의 제정, 적극적인 사례 발굴과 지원이 가능한 행정시스템의 마련, 의료적 지원요구를 충족시킬 수 있는 지방자치단체 단위의 적극적인 의료시스템과 의료비 부담 완화 등의 정책적 개선이 시급하다. 둘째, 보육 및 교육 지원요구를 반영하여 영국의󰡐Sure Start󰡑프로그램처럼 조손가족에게 보육, 가사, 학습 및 정서적 지원을 제공하는 조손가족지원시스템을 확립해야 하며, 궁극적으로는 영국과 같은 포괄적 아동복지 및 노인복지 프로그램을 마련해야 한다.
