We are constantly arguing about war and peace. We are getting many inspirations from Kant's perpetual peace about war and peace. Therefore this thesis is to analyze kant's perpetual peace and to study the political viewpoint of kantism. It is important not only to study kant's perpetual peace but also to investigate realizable possibility of perpetual peace in international community. Kant hopes to realize this plan on the basis of the preliminary articles as well as the definitive articles in the near future. Kant described his proposed peace program as containing two steps. The Preliminary Articles described the steps that should be taken immediately, or with all deliberate speed. Three Definitive Articles would provide not merely a cessation of hostilities, but a foundation on which to build a peace. Kant's perpetual peace has an important significance with political thoughts which are moral philosophy, state philosophy, law philosophy, etc. Kant's perpetual peace have effects on international organizations such as League of Nations, United Nations, European Union. As well as, a lot of states should select the constitution for peace. However It has limitations which are international political structure for war and peace, peaceful system between universal and domestic. Of course, Kant's perpetual peace can not deny gave a lot of influences in international politics.

이 글은 인류가 피할 수 없는 주제인 전쟁이냐, 평화냐 하는 논쟁에 있어 우리에게 많은 시사점을 주고 있는 칸트의 영구평화론을 분석함으로써 보다 나은 지구촌 사회가 나아갈 방향에 대하여 생각해보자 한다. 칸트는 영구평화에 대하여 대단히 희망적이고 낙관적인 시각을 가지고 있었다. 칸트는 영구평화를 위한 예비조항과 확정조항, 그리고 추가조항 및 부록에서 나름대로 영구평화를 위한 조건을 제시하였다. 칸트가 제시한 영구평화의 조건들은 영구평화로 나아가는데 있어 매우 중요하며, 특히 도덕론에 근거하고 있음은 유의하여야 한다. 전쟁은 정치와 도덕의 불일치에서 오는 것이기 때문에 정치와 도덕의 일치야말로 평화를 가져오는 근본조건이라고 하였다. 칸트의 영구평화론은 현대적 적용에 있어 많은 논란이 제기될 수 있지만 국제연맹, 국제연합, 유럽연합 등과 같은 국제기구의 형성에 기여함을 부인할 수 없다. 또한 인류가 전쟁보다는 평화를 모색하기 위하여 각국의 헌법에 평화주의를 채택하도록 하는데도 많은 도움을 준 것도 사실이다. 결과적으로 전쟁이냐, 평화냐 하는 논쟁에 있어 칸트의 영구평화론이 차지하는 비중은 매우 크다고 할 수 있다.
