Jeju Island located between Asian continent and Pacific ocean is the area of vital strategic impotance. It has about 1% of the population and area of South Korea, and serves as the test bed of national policies. It has the beautiful natural environment, the painful history like the Jeju April 3rd, and the communities like Suneuleum and Gyeu. Accordingly there are hopes and frustrations, potentialities and risks in Jeju island all the times. The Jeju April 3rd Incident was the great tragedy of Korean contemporary history and the world historic event happened by the U.S.A.- U.S.S.R. confrontation. Jeju island is to be the symbol of life and reviving, reconciliation and partnership, and the cultivation of peace and human right. Jeju as the island of world peace is to be the black hole vanishing conflicts and the white hole welling peace. So, Jeju island is to be the demilitarized island of world peace instead of the heavily armed navy base. All living systems ― organisms, eco-system, and human society etc. ― live together their members and other living systems. For this reason, cooperation and partnership are the principles of being prior to what should be, and the highest values we should pursue. Cooperation and partnership are the core of life, ecology, and peace. And the life, the ecology, and the peace need and depend on one another. Well preserved ecosystem is essential to life and peace. If the positive peace guarantees happy lives, it needs well preserved environment and ecosystem. There is growing tendency of urbanizing and vanishing wild natural environment all over the world. Uncultivated nature in Jeju island is the natural heritage to be preserved permanently. For these reasons, the policy of large scale development by big capital is to be revised. Ieodo(the island of paradise) dreamed by the old Jeju islanders was nothing but the Life-Eco-Peace Island. And the thoughts of respecting lives, preserving nature, coexistence, and prosperity have been already contained within Jeju island's traditional culture. The Jeju island of today can become a hopeful island which man coexists with nature in. The trio of life, ecology, and peace should be played in Jeju Island. And the resonance should be produced in East Asia and all over the world.

대륙과 대양을 잇는 지리적 요충지에 위치한 제주섬은 전국의 1퍼센트 남짓한 면적과 인구를 가지고 있어서 정부정책의 시범대 역할을 하고 있다. 그리고 제주섬은 인적 물적 자원이 제한되어 있으면서 제주4.3을 비롯한 뼈아픈 역사, 화산섬이라는 독특한 자연환경, 수눌음과 계(契) 등의 공생과 상생의 문화 등을 가지고 있다. 그러기에 제주섬은 희망과 좌절, 가능성과 위험성이 상존한다. 한국현대사의 비극이요, 냉전체제가 빚어낸 세계사적 사건인 제주4.3은 분쟁과 갈등의 상징이었다. 그러나 이제 제주섬은 생명과 살림, 화해와 상생의 섬으로 거듭나야 하고, 평화와 인권의 교육장으로 되어야 한다. 그리고 제주섬은 갈등과 분쟁이 소멸되는 블랙홀이자 평화가 샘솟는 화이트홀이라야 한다. 그러기 위해서 제주섬은 중무장 군사기지의 섬 대신에 비무장 평화의 섬으로 나아가야 한다. 생명체든, 생태계든, 인간사회든, 모든 살아있는 체계들은 각각의 구성요소들끼리, 그리고 안팎의 또 다른 살아있는 체계들과 공생하고 상생하면서 살아간다. 따라서 공생과 상생은 당위 이전에 존재의 법칙이고, 우리가 추구해야 할 최고의 가치이며, 생명의 바탕이요, 생태와 평화의 핵이다. 생명, 생태, 평화는 서로가 서로를 필요로 하고, 서로가 서로에게 의지하고 있어서, 어느 하나가 결여되더라도 나머지 것들이 제 기능을 다하지 못한다. 잘 보전된 생태계는 생명과 평화의 기본조건이다. 적극적 평화가 생명의 안전을 넘어 행복한 삶을 보장하는 것이라면, 환경과 생태계를 잘 보전하는 것은 평화의 문제와도 직결된다. 세계적으로 도시화 경향이 뚜렷하고 저 그대로의 자연이 점점 사라지는 현대적 추세에 비춰볼 때, 제주섬에서 아직 개발되지 않은 자연은 그 자체가 영구 보전해야 할 인류의 자산이다. 따라서 거대자본에 의한 대규모 개발을 지향하는 정책은 근본적으로 수정되어야 한다. 옛 제주사람들이 꿈꾸었던 이상향인 이어도는 다름 아닌 생명․생태․평화의 섬이었다. 그리고 제주섬의 전통문화 속에 이미 생명존중, 생태보전, 공존공영의 사상이 들어 있었다. 오늘날 제주섬도 인간끼리 상생하고, 자연과 공생하는 희망의 섬이 될 수 있다. 생명․생태․평화의 섬 제주는 생명, 생태, 평화의 삼중주를 연주하면서 동아시아와 전 세계에 생명, 생태, 평화의 공명을 일으키는 섬이라야 한다.
